GIF animator is like 10 bucks. You might be able to get it free online, too. 
IIRC - gimp can do animated gifs - you use layers.

You can probably find a freeware/shareware video compiler that will take individual images and put them into a movie format.
I know my current version of Adobe Photoshop Elements that came with my tablet comes with limited GIF animation functionality.
Edit - I went back and checked, and it's version 3.0

My search-fu is kinda weak <;_;> Derek, Gif Animator's website was busted when I tried - I'll try again later though, it may work >.<b Hopefully this pans out <,< I've done 5 frames so far, I'm *guessing* it'll be 10 when its done <'x'> no way to know though I guess. You should be able to use Windows Movie Maker to do animation, just by using the "import pictures" function. Since it came with your computer, it's free. Ta-da!

Yeah, Windows Movie Maker can do all kinds of neat things. I use it to make demo videos.
Ok >.> so... in a fit of insanity I decided I want to create a traditional 2d animation using a pencil, paper, my scanner and computer.
So - I can do the drawing part easily enough. I can scan everything simply enough.
Here's the question: What kind of program would I use to stick several frames together to form an animation? >.>; And does anyone know of any such program that is free or real cheap? >.>;
