Can't remember his name but I've seen him before, he was in that Superman/Batman comic where Luthor wants Superman arrested because of a giant piece of Krypton is heading straight for Earth, he was in one of the panels with a lot of the other villains trying to collect their "bounty" although he looked a lot like Captain Mako in that one it must be said.
There are a couple of shark characters in the DC universe. I believe this one is King Shark.

I also think there was a shark headed villain in Erik Larsen's Savage Dragon named Mako.
So far I found 5 references to shark-type characters dating back to the golden-age. Mako(Look above), Tigershark, Shark-King, Great-white,and.... Sharkman! that's all I found.
Shark King was a villain that went up against the cloned Superboy, can't remember which titles (think it was a Superboy limited run). They all took place after the death and resurrection of Superman.
