Recall that the history plaque in the Rikti Crash Site says that Statesman and Maiden Justice fought hundred of his steam-powered robots there.

It's likely that Nemesis had no interest in the Rikti taking over 'his' planet.

As for the Family backgrounder...well I will thank Arctic for it. The Family just aren't that interesting to me but you have to give to Caeasar

Much as I agree with the sentiment, he's already in the game villain side. He's a non-combatant type NPC. No taking on for us.
