The conventional wisdom is that it's Virtue, and there's certainly a good RP community there. However, I've not found there to be significanltly more RP'ers there than on Triumph or Guardian. This is particularly the case if you subtract the "sit around in Gemini Park and unleash an avalanche of angst" style of RP...and I do.
For better or worse, RP'ers are pretty well scattered around the servers.
FWIW, I RP with all my characters (over 50 active toons). Feel free to flip me a /tell, in-game. My Global is @Dollhouse.

Yes. CoH has a nice RP community. 
Virtue is the unofficial RP server, as has been stated, but there are small enclaves of us in hiding on other servers as well. :P

I've played on about...three servers. Freedom, Protector, and Virtue. Freedom, while it has the most population ever, is generally the typical "hey, everyone's here!" server, which leads to plenty of noobs, and (for lack of a better word) asswads. It's also the unofficial PvP server, which is the only reason I still hang there.
Protector is quite possibly the least populated server, and I have seen next to no RPers on it during my time spent there. I know of...very, very few.
Virtue is my home, and yes, I would say it's the traditional RP server. Almost half of the people you look at are roleplayers. However with the good comes the bad, and there are plenty of horrible roleplayers and cyber-seekers as well as brilliant roleplayers and storyarcs everywhere.

I'd say Protector, simply because I run 2 VGs which are in a 4 VG Coalition of ALL Roleplayers, and I also know of about 15 other roleplayers, and two other VGs we are looking into as possible Coalition partners presently. (Will only coalition with all RP groups)
Virtue, from what I've seen, has been all "adult" RP. I couldn't play there without my character getting hit on. Protector has been grand, deep characterization in classic comic-book style. Granted, you have to look past a lot, but that's where the pickiness in the VGs help.
Seriously? Most people on Virtue that I strted RPing with told me to stop it, it was annoying when they're trying to play.

A while ago I vaguely heard something about an unofficial Role-playing server where RPers generally centered on. Is there any truth to this? If so, what server?
