Virtue is indeed a server where the most RPing is. It's not overflowing, but it has the most.
I think it depends on the kind of RP you're looking to do. Virtue has a lot of RP'ers, but a good few of them are of the "sit around in the park and exchange emotes for hours on end" type. Cool enough if that's your thing, but not for me. I don't think Virtue has appreciably more of the sort of RPer that runs through missions at a decent clip, RP'ing as they go and weaving the mission happenings into the role playing. Virtue has those, but so do other servers (Triumph and Infinity, in particular, at least in my experience).
I know of several strongly RP-oriented SGs on a couple servers...let me know if you wnat more info.
I stay in-character for PvP...it's a lot easier than I might have thought, and really adds to the fun.

That's what my and my group do! I swear, I like Gemini Park, Honest, and I like the Port Oakes roof top and the St. Martial Casino RP spots; and Pocket D is GREAT for when you just want to relax and RP without having to fight anything but for me? PARTICULARLY on my hero characters; sitting around the park drove me BONKERS.
I'd be sitting there thinking "I see a lil old lady getting mugged across the street... WHY AREN'T ANY OF YOU DOING ANYTHING!?"
It jsut didn't feel like any of them were HEROES, now I could understand it if everyone was in secret identities trying to lay low but half the time I'd see people in their spandex and ignoring crimes!
Me, I like RP WHILE I'm doing something productive, myself and everyone I've recruited for FANG are all the same we like to RP, but we like to do it WHILE we're running missions. Its SO much more fun, you have the storyline laid out ahead of time, you have enemies to engage, you have a goal to reach, and you don't have to have a game master setting it all because the game itself has already done all that for you!
That said; shameless plug time.
If you want to get in on the ground floor of a villain group thats just now really getting start, and would rather RPout through a mission to steal blueprints from a council than sit around St. Martial casinos discussing the latest game look into FANG and PM me with any questions. 
Is there a designated server that is RP only? Most of the heroes I've inspected on Virtue seem to have (RP) listed in their Origins.
Curious since all my heroes are made for RP as this is a RPG. Most Paper Heroes(old school gaming term for Dice RPG characters that are all stats and powers and no depth or origin). Paper Heroes are also IMO should play SWG or Matrix (games that need to imagination or creativity).
Now RP in PvP is a site to behold. Heroes ignoring villains that don't fit their storyline and bypassing them to get to villains that do and vica versa. (yet to see it in CoH/CoV. Saw it alot in WoW)
