I was wrong, it's near Meteor Panch, almost dead on the Forgotten Forest marker. And it has to be night.

One would assume taking the mission at the maximum level, then upping the difficulty so the mobs spawn at higher levels?

Don't know if it has already been said but i did have a mission a few weeks ago that spawned PP with just me and another guy and with a group of 8. It was full of tanks as well. I did get a progress bar for killing PP, so I do believe the badge is obtainable. The contact was the big guy on the bridge of St. Martial, can't remember his name. He is the guy with the missing memories.
Banished Pantheon can also be found in the foresty area in north-east Bloody Bay at night, if you feel like dodging heroes.
