Their main base *is* in Steel Canyon, but as the article explains, a splinter group of the Outcasts has moved into the Hollows. I think it can be safe to say Frostfire is hanging out with them to make sure this chapter can hold its own ... and he would have gotten away with it if it weren't for you meddling capes!

Huh, Really? In-game I was given the impression that the Hollowing had only happened mere weeks before they opened- IE, just a few months after the game started, and before now, the website had done nothing to contradict that.

Read between the lines: The TV show never touched on these elements (no pun intended) of Captain Planet, however the original design for the show included this.
To be honest though, I can't really remember what Captain Planet's powers were. I know they were useful for stopping logging and shutting down polluting factories, but I the only thing I remember from the series was the 5 kids pulling out their rings (like they should have 20 minutes earlier) and stopping Big EvilCo from running their kitten fired power plant.
I also remember that the American Kid (Fire) was a total jackass.

I said it when it was first mentioned, and I'll say it again....I really don't like that timeline piece.
The lead up to the Hollow's patch really made it feel like the events were taking place in the moment, not 4 years earlier.
And, what was great about that "feel" was that it led us players to believe that we were participating in the events of the game world. A lot of the games story is pre-Rikti....which is before most of our heroes came to the city. The Hollowing was one of the few post-Rikti events (with the 5th Column coup and the Shadow Shard discovery).
I humbly suggest that the timeline be reworked, and that the Hollowing be changed to the date it was actually patched into live.
Oh, and, if it stays as 2000, then this line from the article may need to be rewritten:

When was the last time you rescued a civilian in the Hollows? Or saw one wandering the street? All I see there are SWAT troops (and some pretty weak ones at that), trolls, outcasts, thorns and the occasional moving blob of earth. Hollows has no more resident population than Boomtown, Faultline or any other hazard zone.

I have to agree. Before the Rikti War, there was no shortage of heroes. It made a lot more sense to me, at least, that the Hollowing could happen and another zone could be "lost" after the critical losses to the hero population during the War and the incredible overload on the remaining heroes.

Hmm, now I had thought that when they content patched the hollows in the hollowing had just happened. Guess I was mistaken, explains how the place got so full of villains. Amazeing that people still live their though.
