Archery Emergence, IC?

So, I realize it's best, in-character, to leave it at "Oh, there've always been archery heroes in Paragon. See the guy right over there? Manticore? Archery. Nuff said."

But if you weren't going to go for that explanation, what would yours be?

The two I can think of off the top of my heaed are some sort of recent change in laws... governing... posession and control of muscle powered projectile weapons? ... this seems unpersuasive.

The other theory I've got running is that some mythic archery-oriented people, Apollo and Artemis spring to mind.... have suddenly awakened from slumber/taken up residence in paragon/been slain and their essences bestowed upon a zillion other people. ... And either way, suddenly, all kinds of people have been inspired to take up bow and arrow and defend the Good.

I wanna develop RP events, possibly, from this. Anyone else thinking along the same lines?

TSA finally stopped confiscating all those bows and arrows from heroes trying to enter Paragon city, and RI's not that big of a bow-producer.


But now:
Convoys of big rigs haul bows and arrows into the archery-deprived Paragon city, bringing new hope for heros that can't afford gunpowder!

Or archery was considered primitave for normal use, but is now coming back in style.

Hero 2 was a Welsh hero, known for his ridiculously extravagant bow.

5 years ago, in a weird freak accident, Hero 2 garroted himself with his own bow. Everyone mourned this incident, because Hero 2 was beloved throughout the world.

In order to lighten the mood, Positron and Synapse, playing one of those crazy Freedom Phalanx practical jokes, stole Manticore's bow and jury-rigged it into a Flagpole for the flag on City Hall.

Statesman, inspired by this patriotic display, decided that it was a fitting guesture, and decided, in memory of Hero 2, that all heroes, with the exception of Manticore, who wasn't too amused with the practical joke, should hang up their bows for five years.

You start to forget to pull your blasts.
Adrenaline ups your power output (or, for AR, you pull the trigger harder, making the bullets go faster).
Your phobia of doctors and hospitals makes you fight more viciously to try to stay up. Or, Barclay's teleporter phobia (but not his protomorphisis syndrome) You just don't want to get taken apart or turned to energy or whatever else that crazy Crey system does to your inside.

My guess, Manticore did ads promoting the ACME Multi-Purpose Bow and Arrow Kit.

And my memory is kinda bad, is there and explosive arrow of some such in the Archery set?

You think that Municipal Government Bureaucracy lag and red tape is unconvincing, but that two ancient greek gods not only come here to live, but are also slain, and somehow transferred their power to their non-worshipping neighbors?

P-City did a poll, found a bunch of people interested in fitting their bows and arrows Rambo II style. It took three meetings for City Council to have enough people to form a quorum, when they decided to do an inquiry into liscencing, safety training, liability issues...

Occam's Razor. Really. Using Gods as plot devices is not a sign of strong writing so much as a whole bunch of extra disbelief to suspend. Like the Golden Gate bridge level of suspension.

No offense meant, but I think bureaucracy is more believeable and workable within an RP structure.

But dude, it's not. People have bows and arrows all over the place right now. To say nothing of, you know. Double-edged broadswords.

It's of the essence in a fiction not to keep out fictional elements, but to hide what's wrong with them from immediate scrutiny. Hence the appeal of Godz (which admittedly, some of us suspect don't actually exist, though they're part of the CoH setting) being responsible, as opposed to the conversation:

"Man, sorry Eviscerator, I really would have liked to help fight off that Rularuu invasion, but city council still hasn't approved the use of archery to fight crime. I mean, it's all fun and games until someone loses an eye!"

After the heroes of Paragon City were deprived of their power by Arachnos mystics, citizens who knew how needed the Freedom Phalanx were looked towards their one true natural hero, Manticore, and decided to take to arms by using standard hunting bows to keep their streets safe.

After the fire of Prometheus rekindled the lost powers of Paragon's heroes, the side-effects imbued normal humans with slight super powers as well as giving current super powered heroes slightly different powers.

After Recluse had been defeated, the technology heroes of Paragon helped the bands of citizens honorable enough to defend their city any way possible by developing trick arrows like Manticore's for their quivers.

There, that explains your natural archers as well as any other origins you wanna' squeeze in there, while letting you mix unlike power sets, like Archery/Fire or Electricity/Trick Arrow.

Point taken.

My own personal preference is the consistent stupidity of bureaucracy in action (or inaction, if you prefer). The idea of liscencing heroes in the first place never fails to remind me of the related episode of The Tick (live version) where he had to deal with getting his liscence...

That said, short of divine intervention, I can't think of much that would explain the situation away, especially since Manticore has apparently been using a bow since the Rikti invasion, and you'd figure he'd have some sort of fan-club wannabees wandering around singing the William Tell Overture as they plunk arrows into each other's assorted appendages.
