Actually, I've already seen a billboard somewhere...can't recall where now, of course...but it seems to have been in reference to the Kheldians. "They could be ANYONE!" it declared. I thought it was pretty funny. 
I'm pretty sure the billboards of anti alien paranoia have always been in the game. The they could be anyone, Earth for Humans, and similar themed billboards have been around as long as I've played the game. Leads me to believe two things. 1. That statesman isn't lying when he says this is all planned out and
2. That they plan to have a humanist faction crop up eventually. Possibly even a faction that hates all Metahumans as well. That would be kind of cool.

That would truly be awesome. I'd love to have a bit of an X2 experience with Lumos having to fend of some miltary orginization bent on killing off mutants.
