    That question is inherently unanswerable. Assuming the dev in question even agrees with the inherent characterization of "nerf", there's no way they could possibly know if they're going to discover this time next year a power needs to be changed for reasons that don't even exist yet.

    You're going to get one of two answers, period; either the dev doesn't agree with you that it's broken, or the answer will be "yes" guaranteed, every single time.

    You can die a lot to some of these (Lusca with a small team), and the exp doesnt come close to covering it, and there isnt any other reason execpt a badge to fight them. There would be more participation if the team got a nice chunk of exp for defeating them.

    I can think of a couple of good reasons, and they're the same ones for why a lot of people will take out a grey-con mugger, even one 30 levels below them:

    1) Atmosphere. Oh no, the city is being menaced by giant monsters! The lower-level heroes in the area are sorely pressed, and need help! Heroes of the city, rally 'round!

    2) Community. Think the above, in meta-game terms; these people are your potential teammates in the future, help them.

    A role-playing reason, and a pragmatic one; what more do you need? Instant personal gratification?

  4. I've been playing this game for 28 months. Several times, I have spent an hour or more rolling around Perez Park trying to find the Kraken. Never once have I seen him.

    Last night I found him 30 seconds after I entered the zone. On behalf of long-time casual players everywhere, I sincerely thank the devs for this gift. Between this and the tram changes alone, my enjoyment of the game has increased palpably.

    Although the buttcapes are nice too.

    In the "ask War Witch" thread, I'd commented that I'd love to see perps being proned-out or made to "assume the position" by the cops. Turns out she'd already done that in CoV, I just hadn't seen it yet.

    True story; over a year ago, one of my co-workers who was in Beta told me that nobody would be playing this game in a year.

    Today, CoH is still here. I'm still playing. He, however, is no longer employed here.

    There are ways to do newspaper missions for heroes.

    "The 12th National bank is getting a huge shipment of bills from the Federal Reserve this afternoon. I better go keep an eye out, just in case."

    "The Paragon City Museum is opening a new exhibit of rare magical artifacts today. Sounds like just the sort of thing those Circle of Thorns dastards would try to rip off."

    Etc. Although, the police radio idea is nice; that'd be a source of timed missions. "Stop the bank robbery; you have 30 minutes."

    There's the flawed precept that's derailed your train of logic. The software just has to be far enough along that it can talk to the patch server. Ideally, far enough along that it's not a gigantic patch, but in a pinch it can even be a huge patch.
