Looks like a server prep for GoRo. The other large MMO did a 24 down time last week in prep for there new expansion.

I seen that issue with a single monitor sent. I tend to have it only when I alt tab to do soemthing else while it is loading new content. You might not be lagging, but focus is really set one of the other windows you have openned
