When I turn my FSAA on a black outline appears on the left side of character's model in the character selection screen.

I need a help with buying a new PC. I've read some PC/Ultra guides, however my needs are a little more specific.
I need a PC that can run very high ultra on 1920x1200 with steady 60+ fps AND I want to be able to make videos in ultra mode too. I expect to spend about $1500. So what exactly should I get?

Is there any difference between English EU and US clients now? I know that there is no difference is server access, but I am wondering if there is any difference in in-game text and stuff like that.
