I'd suggest if you form a static team (starting at level 1) make sure everyone is in a levelling pact within that static group.

Being a VIP determines Queue access to log into the server.
I'll put this in big bold caps word for y'all:
IT DOES NOT MEAN A FREE PLAYER WILL BE BOOTED FROM A SERVER WHEN YOU TRY TO LOG IN ON A VIP ACCOUNT. IT SIMPLY MEANS WHEN YOU QUEUE TO LOG IN TO THE SERVER YOU WILL GET PRIORITY IN LOGGING IN. THAT IS ALL. -

I think Virtue will have a high retention rate of new free/premium players, mainly because of the awesome, welcoming community here. With all the community events going on (cc's, the stuff American Legion does, Hami raids,) I really do believe Virtue will continue to flourish as a vibrant online community

I came to Virtue at the end of December, after playing on Victory since 2004.
Some people are concerned that F2P will be destroying vibrant communities, like Virtue.
I think quite the opposite.
My experience with Virtue and its native inhabitantshas been an awesome experience, and I don't think any amount of new "free" players will destroy it. I am certain that the Virtue community will be more than embracing to new players (Hey! Those are new potential Pocket D ERP'ers you could be converting!)
I am optimistic that the Virtue community will embrace this next generation of CoH players and as much knee-jerk DOOMas people are experiencing right now, I think it is going to be alright when it comes -
If you hate F2P you won't be playing any online games ever again.
Period.
It's the future of online games. -
The VIP server is like any normal server.
We aren't being forced to it.
The only perk is that Free & Premium accounts won't have access to it. -
