Does this mean that if I do not change any of these in that 2 hour window I can't change them at all. Thats 5~7 in the morning here, is this right?

No, that means the servers are down starting at 6am, and will be down for up to 2 hours. Once they come back up, you'll have the costume tokens, a freespec, and the ability to change your Global.
Doh, beat to the punch -

Thanks for the info. This is good to know. I did Scratch's mish last night and he won't introduced me to DJ Zero so I ended up bugging it. This is the email I got from support:
<quote>Our records indicate that the character currently have two assigned story arcs which prevents the character from receiving additional story arcs on this character. These story arcs are from "Operative Rutger" and "Captain Petrovich". If you talk to these two contacts they will offer the character missions that are part of these story arcs and will allow you to complete them. Once you have completed one or both of these arcs on the character, you should be able to receive new story arcs from your current contacts. </quote>
I did have two mish, Vindicators and Mayhem both in Grandville. Not sure whose record they pulled up but my toon was a level fifty, not fifteen! The cause/solution wasn't even right! Funny that I always complained that they don't give any support....I didn't realized how luck I was.

Did you go and talk to the two contacts support mentioned? You can have open story arcs but not have any missions from those contacts in your mission queue. Or, check them in your contact list to be sure, if they have a little 'book' icon next to their name, then they do have open story arcs.
I'm not saying support is right, but just adding the possibility. -
What a great bug report!

And, if I'm back to full health at some point after taking damage, does the 'debt counter' reset and start figuring the percentages from scratch again?

My box does not say Collector's Edition, nor did I order or pay for a Collector's Edition, just the regular $50 preorder. But my box is bigger than I expected, about twice as thick as a standard game software box, and I got a Ghost Widow heroclix. I don't recall being promised any clix, and a look at bestbuy.com (gamestop.com is blocked here at work) doesn't list a clix as being included. Maybe that's where some folks' 7th fig went?

Yep, that's how I got mine as well... AND I'LL NEVER GIVE UP MY GHOST WIDOW HEROCLIX.... Nevah!!!! You'll have to pry it from my cold dead hands.....ahhhahhahahahhahaahhhaa!!!! -
*evil laugh* I opened my preorder box... the one that only came with one heroclix.. and was thinking.. I hope it's Ghost Widow... and!!!! sure enough!!! I got GW!!!!!! *mwahahahahaah!!!!

A couple of more tips... I usually rebind my numpad keys to the teammates numbers, no using the shift key to target them. Then I use the Plus key for healing aura and the numpad enter key for heal other... that way I can hit their number and heal them quickly. I also tend to not use the mouse at all during a battle with my def because I have the numpad for teammates and keys around my wasd and numpad bound with my buffs and heals. I'm so used to this setup that my hands have often selected a teammate and cast the buff or heal before I even realize it.
One other tip that I often get a comment on is the way I have my 'Gather' request set up. I have it bound to my g key, but that can easily be changed. Here's the bind I use:
/bind g "team Gather for RA please!$$me whistle"
This bind was passed on to me by another friend who was a rockin defender and taught me a lot. The people I team with said the whistle on it is nice since they don't always see the gather request pop up in a fight, but they tend to hear the whistle and know what it means after a few times hearing it...
