I don't have mods with me at the moment bubqfter a quick scan I noticed you were really underusing procs....common slotting for AS is 3nuc and 3 procs..and usually the followup attack is slotted the same way
the thing about wp stalkers is once u put 3heal so's into hpt your basically already at the hp cap
you only really need to build for dmg buff and a bit of acc/rech -

8. SS/Anything except Stone Brute
Make sure to grab speed, leaping, fitness, tactics and hibernate.
oh and fire/fire Dom beats any Dom other than mind/fire....just sayin... -
no...damage toggles are pointless..as are most offensive toggles minus a few like rad debuffs and hurricane and such

in the first test I stood there spamming havoc punch on a brute that I was running on a diff pc and looked when the placate actually hit...the second time I slammed it on a friend and he told me whenever it hit...than he spammed mesmerize on me and it hit every tome unless the attack just missed

i got around to runnin a few test in the placate proc slotted in Havoc Punch on my /elec dommie...it seems its either
a) not as broken as i thought it was
b) doesnt work for me for some reason
any ideas...it hardly ever hit...maybe once out of 7 times...
i was also told its only broke if slotted in a psi attk...is this true? -

for anti stalking u go w/ a VEAT... and I like my psy/dev for team matches because I can put out nice dmg and spam webs like a horny spiderman

That meant for team arena matches Inv was a better choice. For zones it didn't matter too much as long as ur not running too many toggles vs a therm. For 1v1s an elec is gonna be better vs debuffers and blaster/doms.

standard pools are fitness,speed,leaping,leadership...on special circumstances it varies but this is the usually the most optimal setup..you need 41 PTA of kb protection minimum and u shuld build for rech,hp,dam in that order...psy/em's are pretty straight-forward and easy to pick up.

yea I'm makin it a dueling build..I need to use those jav procs elsewhere ATM but I can always get more later on...that's the only thing I meant by makin it cheaper, if they are that important I can leave em in there
