well its good to know a billion inf + build is performing ok...I mean come on... your damage wouldnt have stemed from your "pets" anyway, its from freezing rain, frostbite and copious amounts of epic blasts thrown which can be throw much more often when running so much +recharge that hasten becomes perma, and given that you need BETTER than hasten to get perma hasten its not really a suprise that such an extreme build can chew things up without pets making a difference. Your post is like a fire/kin saying the epic blast nerf doesnt affect controllers much, it doesnt affect fire/kins as they have damage oozing from every pore but tell a earth/ff that they needed their damage reduced with a straight face.
A "real world" build is hit a lot harder than an elitists super slotted death machine.
[/ QUOTE ]Firstly, a good portion of my damage comes from Tornado and LS. It's true that some comes from other sources...but Ice Control is a pretty low-damaging set. LS does contribute to my damage, and if the power was "ruined forever", it would be noticable.
Secondly, this is to counter all the people saying "Oh noes! I spent all this time and money on this build and now it's worthless!" -

[/ QUOTE ]My Perma-Hastened Ice/Storm performs just fine on Test. She's been making mincemeat of MA missions, including getting to round 3 of Arcanaville's Scrapper Challenge. I'm not an obsessive number-cruncher, so I can't tell you the DPS on Test vs Live or any such nonsense...but she didn't seem to be underperforming one bit. Lightning Storm was firing a little less frequently...but I was still killing things at about the same pace. *shrug*
I don't have a Storm defender...but I'll see if I can get my friend to take his AV-soloing Storm/Elec defender on Test. -

Again why does it even matter, its not like storm defenders are soloing the STF or something. I could see if that was the case but I seriously doubt a single storm defender is doing that right now. What so significant about these powers? Maybe I am just using them wrong or something I cant see how they can be leveraged to the point of soloing lvl 54 AVs. Just what exactly are the devs afraid that LS, VS, Gun Drone are going to do?

BUt this isn't something the average playerbase knows. Ask a random person in the game what slotting recharge in their pet does, and I'm pretty certain that 9 times out of 10, the answer will be "Makes the pet come up faster."
There's nothing "intuitive" that makes one think that it makes the pets' powers come up faster. The logical response is that it does what recharge does in every other power...makes that power come up faster.
And since the effects of rech are largely unnoticable unless you already know about what the recharge does, (and/or have *massive* levels of recharge) and decide to number crunch...it's not surprising.
Besides which...just because they're now fixing it doesn't mean that they just recently knew about it. It's not like there's a big switch that says "NERF PETS". They tried to come up with alternatives for this fix, so they have to have known about it for a while.

[/ QUOTE ]My main toon is also an Ice/Storm...and she loves extra aggro, because she has so many tricks to deal with them. Throw a Frostbite and a Tornado at them to keep them busy...throw an Ice Slick and Freezing Rain at them. I try not to use Lightning Storm for this, since that's generally the mob I'm dealing with...but if you use Ice very properly to synergize with it., Storm is *incredible*.

[/ QUOTE ]Just because they have a fix now doesn't mean they've always been aware of that fix. The devs aren't omniscient...and it does take them time to fix problems. Sometimes more than we would like, but it still does.

People can run Posi in a little more than an hour. People can run the ITF in a half hour. Yet both got buffed. And I could go on and on with more examples.

He's saying that they didn't have enough data to fully know how well people were doing at the arcs.
The Nictus Insurrection arc, for example, is hard to "get better" at, to a certain point. Other than stealthing, there's not much you can do to speed it up, since it's a pretty short arc. It's a pretty damn easy arc, even if you don't steath (Assuming you can defeat Nosferatu). But the numbers from few number of people did it didn't show that, thus the high rewards.
And the new numbers reflect that. They show the time that should be easily manageable, even without stealthing. -

I'm almost certain the power is unaffected by recharge bonuses. It certainly didn't seem to come back any faster on my 'troller with perma-hasten.
While I think it's likely to stay at 2 hours, given the increased benefits over any of those powers, such as being able to teleport to anywhere in the Shard, for example...1 hour is at least a reasonable request.

A five minute cooldown would be insanely overpowered. That's up every single mission. If you can't see the problem with that...well, then I wouldn't really be that surprised. But most people would.

It's not something that's going to get you to every single mission. It's not designed for that.
It's designed for the times you have to go from the far corner of Dark Astoria to the far end of IP. Or the times you can't find the mission in the underground tunnels of Faultline/Brickstown.
This isn't to say a lower time wouldn't be nice...but I really don't see it happening. -
