Wow, you all are surprised with this. They have been doing this for almost 5 years. This is playing out just like every other nerf, including blaming the person writing the patch notes (haven't they fixed the patch note problems numerous times). This isn't the first time and it won't be the last. Sure they might throw you all a small bone to placate some of the more vocal posters, and then they will go back to ignoring actual broken powers and under performing power sets.

Another major problem is that FF is the only defense set that does not resist defense debuffs. -
PFF, the big 3, and force bolt stay the same.
Detention Field: make its targeting like the snowball so you can target both friend and foe. Increase the FX.
Repulsion Field: Decrease the amount per hit and make it knockdown not knockback.
Repulsion Bomb: Increase the damage compent shorten the animation.
Force Bubble: Put the tohitt debuff back in it. When ED and the GDC hit the tohitt debuff that was there in beta should have been reintroduced. -

I love the new content I have seen so far. The new mission skins are great.
Lag, well thats nothing new when a new issue is released.
My biggest pet peeve is the new sonic graphics. I have no problems with cast able shields but sonic dispersion isn't the greatest change. The sine waves are fine but the static effect when it pulses makes it where I can't see anything. If you all can remove that it would be great. -

Ok, last night was sleepless for Mold (Mold has a cold). So as Mold laid staring at the ceiling, the news of the day kept rolling around in Molds feverish head. Question came to mind. How much longer does CoX have with NC Soft as a publisher? Mold isn't worried about Cryptic's side of things (one known project and atleast one more hinted at), its NC Soft that scares Mold.So Mold got to digging and think about past the past year.
What we know:
NC Soft laid off a bunch of employees.
The stock price is about half of what it was last Nov. CoV launch.
NC Soft is banking on Tabula Rasa (or Protect Aion in Korea).
Auto Assault failed.
CoX sales where down 15% last quarter and 5% for the year.
Cryptic is developing Marvels MMO for Microsoft.
What Mold Guessdamates:
The Retail expansion was cancelled because NC Soft is cutting the content development money for CoX.
CoX Good vs. Evil extras are all the content that had been developed for the retail expansion. (Mold had seen a combo box in Sams Club of Coh and Cov the week before the announcement, the following week there were no combo boxes on the shelves.)
The connection to servers has been increasingly unstable because NC Soft has gone for a cheaper ISP. This would include all the LCMS, huge spikes in lag and packet lost, and the download speeds on their end have been throttled back.(The servers and the connection to them are all on NC Soft not Cryptic.)
NC Soft had to approve the Microsoft deal. (If they didnt I think there would be law suits by now.)
Is Mold saying the end is near for CoX? No, Mold thinks there will be signs of that. First will be no server transfers. Then less and less new content including no new power sets and less communication from Cryptic. Next will be server consolidation, Mold thinks down to 2 West Coast and 2 East Coast first then down to one. Mold thinks the last sign will be opening the code to players to develop their own content (if possible). When we start seeing these signs it will be time to think about a new game.
PS Mold doesnt think this will be here long.

Circeus, Thanks for all the work on ice tanker behalf. Some points that you might not have brought up with states.
1The 32 slots for invul please point out that half of those slots are in passive powers were only six of ice slots are in passive. I truly believe that your build for the spreadsheet is unrealistic on the ice. Even with changes to EA I still had to slot my armors for endurance reduction, were the only builds I have seen an invul do that are invuls with hasten. 3 slots arent that much of a difference any way.
2 know I keep saying this but every other tank set has another form of damage mitigation sitting in their inspiration tray where that cannot be said about ice. I have tested my current live build on test with out running my armors and using just luck inspirations and saw no change other than I had more endurance. The suggested 10% damage debuff from CE isnt enough of another form of mitigation to keep us in line with the other sets. A debuff isnt resistance, debuffs scale horribly, only effect mobs in range and only effect 10 mobs.
3.Adding slow resistance to permafrost isnt going to make people select that power. Most ice tanks that I have met are not casual gamers, while many arent min/maxers either; they do research the powers and builds. In issue 4 ice tanks are the king of aggro with the defense to survive, in issue 5 we are still the kings of aggro but we need a team to survive. If we are in a team of more than 3 and no defenders we can not survive aggro with out a tray of greens.
4.These changes really hurt the lower level ice tanks. I fear most will give up before getting EA or even Glacier to roll an invul or fire tank. Without the defense of wetice or any form of needed resistance from permafrost its going to be every frustrating and difficult. Other than a concept I really cant see anyone rolling an ice tank. If he doesnt want new ice tanks just get rid of the set.
Ill stop there. I have a ton of other points, and couple of ideals I might post later. -
It's not 10% to everything (that would be resistance and we can't have that), it's 10% to everything with in range up to 10 mobs. I have yet seen or heard any rumor about a damage debuff enhancement. You would hear kins all over scream like school girls when those come out (if they ever do).

10% damage debuff isn't enough to help with the lower defense, especailly with the limited range of CE and the limited number of mobs effected. I know we don't know what the defense buff will be on wet ice, but this debuff is just a slap in the face. It's another unehancable form of damage mitigation, while all the other sets can slot all of theirs. Also any AT can match our defense by themselves with out a buff by using luck inspirations. If thats all it's going to be then increase the endurance drain on EA and keep the mobs from recovering endurance for a few seconds. Change hibernate to some more useful like Artic Air with a nice HP regen, give it a movement penalty or a crash I would just like to see the power be more than a glorified rest.

Manticor, most of the important villain groups have a climatic battle with an AV of that group, we will we ever see elite bosses or AVs for the filler villain groups? (Family, Hellions, Skulls, and Sky Raiders)

Lets really make ice a team tank. They have the aggro tools for team tanking just change a few powers to make ice a true team tank. First sense Wetice will be unenhancable for defense and the endurance cost wasnt lowered make its defense buff a team AoE. Next make all players in EAs effective range receive the Endurance buff as well. This brings these powers in line with the new CE.

If you can prove to me that you Always fall to a group of 10 +4 Malta Lieutenants, then good, you should be able to do that. To argue over a single percentile of a chance of being hit is just asinine. I don't play City of Heroes to practice differential equasions, I play to kick villainous [censored].

Jack, next time try the same thing and just use 2 luck inspirations. You'll get the same benefit and have alot more endurance were you won't have to use the new EA as much. -
Circeus did you numbers include the fact that the slow is only effecting 10 of the 14 mobs? If not 4 of the those have an extra attack incoming.

Well, someone (I've forgotten who) suggested adding a Damage Debuff to one of the powers - and we did! Chilling Embrace gains the ability to debuff mob damage (though it's Recharge debuff is slightly slower now).

Not good enough. Resistance or nothing. An ice tank cannot slot CE to increase damage debuff. And something tells me that the debuff won't be that high so not to tread on defender/controller toes. If invuls are great agianist sm/le why not make ice great against energy/neg energy. Give perma frost a nice ngy/neg resistance instead of toxic. Another thing EA's end buff should contenue until the buff wears off, sense we use it for defense at the begining of a fight. -

I agree scrap the whole powerset. Clearly the devs want to do away with it or they wouldn't be hitting the set so hard. Wet ice gets a 95% reduction with out any thing in return. EA gets hit for about 80% reduction with an endurance buff (which the set needed anyway). 14 mob buff from EA, means we actually have to live thru the alpha of those 14 mobs to receive the buff. As stated thru out the thread there are numerous things that punch wholes thru defense or totally ignore it. If they lower AV damage, it works more to the res ATs (they would be able to survive more blows) than to des anyway. We still take full damage and it will take 2 shots to kill us instead of one, with these changes that second hit will come before you can fire off Hibernate. It will just be minion that kills you instead of the AV.
I think major Res vs. Def balancing problem I see is that the devs totally ignore the fact that all the res sets have defense readily available in form of luck inspirations. Click one 25% defense no endurance cost, click 2 50% defense (which is .5% more than the best case for ice) again with no endurance cost. Ice tank would be better off running around with a tray full of lucks than turning their armors on. The only other true mitigation power is CE and it scales horribly and I have seen it on occasion totally ignored. You cant slot for more mitigation because slow enhancements only effect movement speed and not attack rate. We have a final power that compared to the other in the tank and scrapper ATs is a joke.
Ice tanks are the least played tank as it is. Once issue 5 hits who would want to play an AT that is the equivalent of 2 luck inspirations. The only strength that ice has is aggro management, and we are the least likely to survive the aggro that we take. We will be forced into taking the fighting pool, for another one or two expensive toggles (like we didnt have enough of those as is). What happened to ideal that you dont need pool powers to do your primary job? -
Why are you people thanking him? Now rad and dark defenders can out tank an ice tank. They only need one power to do that. I have been supportive up until now. But no longer will I sit calmly by and let a set be neutered. What happened to not have to take a pool powers to our jobs? We have the facts and now its time for angry PM's and replies. Keep yelling and screaming. Start new treads everywhere and keep them coming. Over work the mods.
