The reason I said playstyle and luck are important for the sucess of a PvP character was mostly because I was speaking about zone and duel PvP as well not just Team Arena.
In duels luck can play a huge part in getting a crit when you need it or missing a kill shot. Playstyle is huge in zone, duels and I would even say team.
As far as the KB question- I think I must be asking my question poorly. What I was trying to ask was if there are different DR curves (to make up a term) for KB then there is for KB protection. I actually already kind of knew that there was because of some testing we had done in the last few leagues but the question always comes up and people argue about it each time.
Some say that to protect yourself from KB you HAVE TO HAVE equal to or greater KB protection then the power hitting you (this would be true in pve) however we found that you don't get KB'd with lower protection then the KB a power should have based on Mids.
So I did some quick testing:
My Blaster has 45 KB outside of PvP
this is DR'd to 10.5 pts of protection in PvP
My Mind/FF has force bolt 6 slotted with Kinetic Crashes so
51.21Pts of KB
In PvP if I try to force bolt my blaster he is not KB'd at all. So it would seem to me that KB is DR'd to a greater extent then KB protection.
If I toggle my acrobatics off on my blaster his KB protection drops to 8.7 pts of protection in PvP and my force bolt IS able to KB him.
So 51.21 pts of KB gets DR'd to somewhere between 8.7 and 10.5 pts of KB in PvP. -

I think you are ok, you only put in musculature which I can just remove no big deal.. one thing I would want you to add though, is why you built your character the way you did and how you would play them for that style of pvp (tactics).
I view pvp as a combination of build+playstyle+skill+luck, so for this challenge I want to see people get into a pvp mindset when they are building and talking about strategy. -

I have a question about the def table.
Whenever I hear people talking about soft cap, we always say that there is a 50% chance for NPCs to miss so our true def is whatever our monitored value +50% = defense (up to 95%).
Does this hold true in PvP? Im looking at the B group and it would appear that they would be able to achieve "soft cap" in pvp (of course +to hit and such would reduce the effectiveness of this) but am I reading your table correctly?
Two other questions-
Does KB protection DR at the same rate that KB does?
In other words, if I build a FF defender and his force bolt does 51 points of KB, will that truely KB anyone with less then 51 points? Or does +KB DR more heavily then KB protection so I only need something like 43 pts of KB protection to stop 51 points of KB.
What about travel powers in PvP?
Do you have a table you can post showing the DR of run speed/jump speed/jump height?

Choose one of the follow (typically non-pvp) characters listed and build it for pvp as stated in the description.
Builds will be judged by myself on based on specific PvP criteria (things we have talked about almost at every meeting). Meeting the criteria in your build/description of the build will get you a point builds with the most points win the various prizes.
This event will be only open to those players in Boot Camp2.
Anyone who is new to Boot Camp automatically gets a bonus 2 points for submitting a build/description. (You are new if you are only allowed to play one character).
Accolades are ok, don't use incarnate powers please.
The follow are the builds and what they should be built for:
Blaster-Dual Pistols/Elec manipulation- build for zone play
Warshade- Duelist build
Flying Crab- Duelist build (yes the character must take fly as a travel power)
Defender- Flying trick arrow/(xxx)- duelist/zone - You get to pick the secondary, I will give you a hint that one would be pretty superior to the others.
When you submit your builds, send them via PM to me. I will then post the winning builds on this thread. Builds will be accepted till the start of our meeting next Friday.
For example if I were to submit a WP/KM team based tank it would look like this:

The description would read:
High HP (3431hp).
KB protection is not needed as this is a WP tank.
It has Phase as its survival power.
It taunt would be perma except for the small time it would supress its self.
It also has the ability to set up spikes with Stalagmites and or fossilize.
I would play this as either disruption, taunting a target and harassing it with my mez's and damage or It could switch to target calling and set up spikes with its mez powers as well.
There are a few other points I'd bring up but I think you get the idea and I don't want to totally give away all of the key points I will be looking for. -

Evaluation
Players new to PvP will run a mid-level kickball event under the leadership and guidance of Vet PvPers/Scouting Committee/Check off Committee. The new PvPers will evaluated to see if specific players need further attention on the following : evasion, inspiration usage, locking, spiking and communication. In addition, the players will be ‘scouted’ as far as their general skill level on movement and PvP status to aid in creating fair and balanced teams.
Goals to reach prior to meeting: Level characters to 45. Meeting with team captains and balancing committee to start forming teams.
Week 6: May 20th
Evaluation II
All participants in Boot Camp2 will participate in a kickball event set to Heavy Weight. The vet PvPers will interact with the new PvPers and again players needing further attention and 1:1 mentoring will be noted. Players will again be scouted to help make teams fair and balanced.
Goals prior to next meeting: Level all characters to 50. Create teams.
Week 7: May 27th
No Boot Camp- Memorial Day break.
Also we will start holding make up sessions prior to the meeting for anyone who has missed previous information. Almost all of it is posted on the forums though if you would rather read when you have time.

Someone asked me to make a ma/sheild build for pvp, this is what I came up with. I was trying to maximize the +HP has shield has no self heals. I also tried to boot his regen as much as possible.
I gave him phase and aid self as a means of self preservation.
If anyone wants to take a crack at it, here is what I came up with so far. I think the guy will be using it for mostly zone and duels.

Thanks Philly, I appreicate you throwing those up. As you know I don't (haven't) played emp in leagues (well not for over 3 years) so I don't really keep or work on healer builds.
I would maybe suggest you switching out those decimations for Ruins.
The set bonuses are pretty much the same:
Decimation:
Set of 2-Mez (immob) 2.75%
Set of 3-HP: 1.125%
Ruin:
Set of 2-Mez (terrorize) 1.65%
Set of 3-HP: 1.125%
They are both 20-40 so you won't lose any enhanced value, however they much, much, much cheaper. -

The information we presented was the foundation of the skills you will be developing for PvP play. From here on out, you will actually start PvPing in a team setting against each other and soon we will be splitting up into teams and the real fun starts.
MP is offering help with some IOs and remember you should be rolling your tickets you get on the accelerated xp teams to roll bronze mid-level 30-34. Craft and sell the good recipes and you will have plenty of money to IO out your PvP toon. The Micro's in the travel power have really gone up in price, last I checked they were into the hundreds of millions so you can always switch them out for just straight up generic IOs or use BotZ travel/end and either quickfoot or springfoot run(jump)/end. For the two spots. -
Honestly, for most of the non-time badges you won't even need a channel:
Bloody Bay:
Gunner Deactivate a firebase in Bloody Bay- Risk of griefing: minimal
Sirens Call:
No badges besides the time badge.
Warburg:
Rocketman / Rocketwoman Launch the Warburg rocket ten times
Risk of griefing: minimal/low- stealth powers are best, if you have two accounts and one is better at freeing you can always collect up the scientist and either just have them stop following you at the bases and pick them up with your other account or free 3 with one account then kill yourself 3 times with your other account.
Recluse Victory:
Tons of badges-
Pill boxes- pretty easy- someone may try to grief you by jumping in and clicking the glowie before you do, just put down a bonfire, burn patch, rain of fire (etc) to keep them interrupted till you can click it.
Capture Heavies- pretty easy- grab a heavy, run into a pill box and let it kill you, immediately run back out and click the heavy control again, if you are fast enough you will still be under the unaffected timer and can't be griefed. Alternatively, log yourself in and out at the control claiming the heavy each time.
Killing the signature: Heroes/AVs- This one will suck,and the griefing possibilities are very high.
You are DR'd so your soft capped def is no longer soft capped. You're permadom is no longer perma. However, the NPCs still are at their prei13 values so they are much harder to defeat now. Griefing of this is pretty lulzy- I remember watching a kin corr SB/FS lord recluse when he was surrounded by a ton of heroes and the result was pretty funny.
However, you should be able to avoid most griefing by just having a few people with alt accounts go to the other side you are working on: doing blue badges, have a few log in red characters. Have them tell you if a stalker is incoming (alternatively just have someone blueside on a veat with dual tactics). If you find there are a group of griefers who are constantly bothering you again just switch sides to a healer(ish) toon and constantly heal them, that will put them under heal decay where they are no longer able to heal themselves and will be easy to pick off.
I love pvp and while I enjoy zone, but I don't mind helping people get badges if that is what floats their boat.
My best advice to you if you are doing a zone type of event is - dont broadcast it, if you get a jerk, don't broadcast your rage (it only feeds the trolls) just do what you are doing and move on.

Locking on a target is one of the most important and can be one of the most difficult things to do (when you first start out).
There are a few things you can do to give youself the best opportunity to lock onto a target rapidly and effectively.
The first thing is to give yourself a wide field of view, so scroll your screen as far back as possible and angle your camera slightly upwards. Most people spend the majority of their time during a pvp match in the air.
Next- set your target caller as your waypoint:
To do this right click on that persons name then select "set as waypoint" this will put a yellow star thingy at the persons feet so you will easily see where they are at all times durring the match.
You will want to be near your target caller for the obvious reason that they should be locked on whatever target they have called so by getting near them you should be able to find the target as well.
It is important not to give away your target caller by training him/her (that means to set them on autofollow and just jumping around behind them) that is a clear give away to the other team who is your target caller and they will just focus locks on that person to disrupt your calling.
Once you are behind your target caller and facing in the direction of where the target should be... start spamming your tab key. Watch your target window and once the name pops up stop.
Congratz- you just locked. Now you need to go on to the next phase.
Closing the gap. You need to get as close as possible to your locked target. Do not...do not.... do not... just put them on auto follow. You will never get any closer to them if you do. What I do is, as soon as I get my target locked I will tap 'f' and let the autofollow turn me in the direction of my target once I am facing the same direction i will resume control of my character and try to get as close as possible to my target- without giving away who the target is.
Just as you didn't want to 'train' you target caller you do not want to be jumping around behind the intended spike target, this is a clear indication to the other teams emps that the person is about to be spiked. So move towards that person circle them but do not give away who is the spike target.
Yay, you have locked and closed and now you are ready to spike:
A few things to remember- don't plant yourself, so attack while you are in the air so you aren't just standing flat footed while you do your animation. Also remember that when you click your attack you will drop yourself so make sure you if you need to clear an obstacle (wall, bush, fence) that you get over it first then click your attack.
Your target caller will count down and ask for a spike
"Spike in 3......2.....1....spike target" each one of those time points actually can be used to help you plan how you are going to attack. Which is why it is very important for a target caller to keep the same cadence when they are callling for lockings and counting down to the spike.
If we break it down it would be like this:
Spike in 3... (close in on your target as fast as you can make sure you don't ground yourself so start a jump or time a jump to the cadence of your target callers count down) ... 2.... (click boost range and aim or build up-- do not click both aim and build up)... 1...spike target (start your attack chain). -
Then after the animation finally catches up to your character you will see the damage hit your healthbar/window like this:
