This is a grey area that is frequently come across, especially with Scordatura. She calls it the "Flawed Hero Idealogy", in a sardonic nod to the "perfect hero" idea of only arresting.
The problem is, no matter how much you whitewash it, these criminals exploit civilian life. They hurt, rip off, demoralize, and often just plain kill innocent civilians. For every time she beats a thug unconscious to leave him/her to the authorities, she knows that he or she is eventually going to break out and hurt more civilians. She could end the pain now, she could end the problems, she could make sure that he/she could never hurt a civilian again. But she chooses not to. She has yet to answer "Why?" to herself.
She knows that her multitude of arrests will one day keep the numbers rising instead of decreasing, as criminal groups gain more and more allies and eventually outnumber the heroes in the city. And yet she still refuses to murder other humans.
She's been seen landing killing blows before. Perhaps she has her own code of what's truly "too far". Or perhaps she's simply grown weary.
Regardless, it's a grey area that every hero needs to think about, be they an arrester or a killer. -
All of my heroes arrest.
Only one of my villains kill.
Heroes are more than allowed to go on a murdering spree, so it's all up to how you play your char. -

Using already-copyrighted material in CoH is against the EULA, and is a bannable offense. -
Very nice. Generally smooth, though short in a few places--you tend to rely on simple sentences, which though functions in telling a story, doesn't do much for total immersion.
I loved the hectic combat scenes, though, as well as some of the unique touches of each powers--Cobalt's rifle is love. -

Question, does Power Boost affect the Damage Resistance debuff of Poisonous Ray? I'm trying to pick between Black Scorpion or Captain Mako, and both the Poisonous Ray and Water Spout look tempting. -

Player-1 took the drink in her hand, lifting it up to the light so that she would see directly through it.
Fascinating.
On the forums, she couldn't look at something's code as she could in-game, so she had no way of determining what it was supposed to taste like. In fact, there wasn't any code aside from the board's code, that dictated the ability to post.
She was trying to mingle, too, so she didn't dare ask the GMs what it tasted like for fear of looking like an idiot. She had no doubt that, as GMs of this RP, Kain and Anjee had enough power to keep the thread in check, and she had no interest in being someone out of check, even if by accident.
"No graphics, no textures, no code, and no EXP..." She muttered to herself, barely audible. "...you roleplayers are weird."
She shifted the drink over to her mouth and brought it to her lips, taking a drink.
...nothing. No taste at all. She frowned. Without an idea as to what it was SUPPOSED to taste like, her code couldn't do anything.
She slumped down in her seat and sighed, shaking her head, putting the drink on the table and staring forlornly at it.
...wait a minute. These were the forums--a haven of text. A roleplaying forum, at that.
She could write as to whatever it would taste like, and then let her code go wild.
Grinning, she took the drink back and brought it to her mouth once more, taking another swig.
She sighed contentedly as the mixture flowed into her body, the taste of sugar-charged, biting fruit flavor getting absorbed into her programming.

The Inmate shrugged as Razi shoved his head under Jessica's arms. He spoke calmly as he leaned on the counter, grateful that it was wooden--the occasional surge of electricity coursing over his entire body made life a little difficult, what with all the water and metal in Paragon.

Jarrod Crosswell is one of the very few redside characters I like, and play. A Fire/Traps Corruptor, he's essentially a freedom fighter arsonist, and isn't really villainous at all. This outfit, resembling an urban terrorist, is one of my favorites for him.
Recently, though, I commissioned a piece of artwork for this outfit.
It even-more-recently became finished.
My thoughts?

That was the appropriate URL.
The internet entity known only as Player-1 was doing what was commonly referred to as "browsing the internet". Code sifted by and wafted by her own code as she swam through the constantly-shifting and changing programming of the internet, using the URL as a guide to her destination. Pictures flashed in front of her as bits and pieces of the page started to load in front of her, sliced apart but slowly splicing together as the data was transferred from their server to her internal browser.
The main website of the City of Heroes game. She was close.

Hmm. Tempting. She enjoyed celebrations--they were fun.
"Three years ago City of Heroes exploded into the Online Gaming scene! Countless hours and many thousands of players later it is still going strong!"
Ahh, so very tempting. They sounded so excited--but, of course, they were the PR representations. They were supposed to be excited, even if something was crap. As the manager from Dethklok put it, "[censored] sandwich, tastes great!".
The playerbase, however, was more honest. Though most of them were little more than incoherent prepubescent schoolkids, at least they didn't hold back their opinion.
She moved around on the webpage, clicking upon "Community". The bar expanded.
Forums, Veteran Rewards, Fansite Portal, Fan Art, Fansite Kit, Contests, Fan Fiction, Newsletters, Fan Submission Guidelines...hmmm.
Yeah. Forums. Isn't that where she had originally intended to go, anyway? The URL was BOARDS.cityofheroes.com, not just cityofheroes.com. Why hadn't she gone there to begin with?
She shrugged. Probably just a glitch in the browser. She made a mental note to check it out later.

Ah. The Player VS Player forums had been expanded. Interesting. Looks like the devs were finally starting to listen to their PvP playerbase. It was about time, she noted with wry smile. The "PWNZ" forum somewhat worried her, though, as it pretty much encouraged bringing out the worst in a PvPer.
But, whatever. She wasn't a high enough level to participate in PvP, anyway, aside from level 5 fights. She was only...what, level 7 in-game?
She shrugged yet again.
Ah. The Roleplaying forum.
Create in-character threads to your heart's content...yes, the wonderful world of being IC. Where people considered themselves free, and yet were complete slaves to the whim of their creator and player.
Eeeh, what the hell. It'd been a while since she had mingled with roleplayers.

A steam of 1s and 0s flurried outside the entrance of the Titan's Chamber, swirling around like a hurricane that had decided to play with tops in its spare time. The visible code soon started to bundle together, solidifying into a female form--one could say she was nude, but with an entirely-black body without any bits at all, with blue-looking tech-y patterns all over her, she looked more like a hologram come to life than an actual human being. She lifted up her left hand, pressing into the air in a few places--she looked as if she was typing with one hand, and a few more presses later, a black trenchcoat, black pants, and black sunglasses had solidified around her body, giving her a look of someone from some cheap action movie about "being out of the system". The Matrix was a popular movie in the United States, perhaps she looked like something right out of it.
She smiled as she lifted up one hand to adjust her eyeglasses, opening up the door wide and peering about inside.
She stepped forward and swung open the door wide, grinning widely at all of the occupants. Strolling over to the bartop, she smacked the table, the sound echoing around the room.
"Oy, good sirs and ma'am! Any elixir here? I need a charge, my HP's getting low!"

Power lines surged with extra charges as they carried an extra load in their lines, aside from just electricity. An entire extra being was on shipment today, hitchhiking the load as it zoomed around at the speed of power--though many disagreed specifically on the exact speed electricity traveled at, everyone agreed it was damn fast.
And this certain someone riding the lightning, so to speak, was experienced at it--he could turn on a dime, leap from conduit to conduit, and generally go whichever way was needed. And right now, the way that was needed was to the bar.
Steel Canyon. Full of power. Zooooooom past.
Skyway City. Not full of as much power, but at least it was a straight way. Zoooooooom past.
Bloody Bay. He had to make several leaps here--water didn't agree with electricity, and he had to leap from the hero base to the mainland. Zoooooooom past.
And then the bar. Lovely.
Lights flickered as he zoomed into their current, blazing past until he found a plugged in phone. The handle and receiver jiggled, then was promptly booted off the phone as a blaze of lighting shot out of the earrest, blasting onto the ground and then standing up straight, slowly forming into a man with a...certainly unique look. His wild hair sparked behind him as red electricity leapt off, finally quieting down.
Without even so much as a how-do-you-do, he marched his way on over to a stool next to Jessica Sorrow, plopping his form right down next to her and leaning against the table. It was certainly a strange sight, what seemed to be a demonic electric prisoner of some sort mingling with a hero.
"You came." He said simply, more electricity coursing over his entire form.
