Quite. Of course, if I crank it up even to Performance, then it lasts about 3/4 of an hour, then bugs out on me. Bluescreenofd00m, normally. Oh, and for some random reason the cursor turns into a pixilated block. But not on minimum. Surely to god the cursor shouldnt ever be affected? But heydehoo.
I have no idea wether Vista hates me, or the laptop hates overheating/having that much stuff to render, etc.

I see your points, but i won't have sympathy for anyone running a prehistoric PC. PC technology doubles every 10 years, if you need to take out a loan to get a beasty old pc, do it. It's a worthwhile investment.

PCs ain't cheap. I run CoX on a laptop with settings down on minimum. Yes, all of them. And, y'know, I still love the game. Sure, I want shiny graphics et al, but I only lag when other people are (lagspikes) and I actually run, most of the time, really rather smoothly. Loading times are good, no major problem.
Now, I am planning on upgrading, but if NC went 'Oh well, we'll update it now, everyone will have to have XYZ to play now,' well...I'd be a tad miffed. I'd go so far as to say irate. Because not all of us can afford high-end kit. And no, a loan isn't really viable, as you end up paying interest. That interest may, in the longer run, even end up being the PC.
NC are being wise atm by being concious of the people stuck on lower-end stuff. Seeing as people on high-end stuff get benifits for that anyway, well, go figure.

But what your talking about would require rebalancing of the entire game its not just a simple matter of change AI so mobs stay at a distance/ go get help im not saying these things wouldn't be nice but I don't see them working with the current set up.
I think if you were implementing what your suggesting then the ATs and power sets would need a over hall at the moment we have simple AI to go with simple power sets. Increase the AI you need to up the power sets as well melee toons would need means of catching/stopping/killing runners which is some thing many melee sets don't have at the moment.
Ranged based toons would have a huge advantage over melee as well so they would probably need nerfing

No it wouldn't require any rebalancing at all. Any ranged mob would get 1-2 hits on a brute before the brute was in their face with CJ, SJ, SS or even sprint, then ba, 1-2 hits and they're down.
It's not like we're saying give ranged mobs SS and tell them to constantly backpedal whilst blasting nukes.
We're simply suggesting they fall back to a range where they can get their moves out. Any good brute would still be able to shatter them in a matter of seconds.
You're making this out to be a bigger deal than what everyone is suggesting.

Let me put it this way.
After I14: Mob AI HAS changed. Often for the worse. Its erratic where it wasnt before. I remember examples only vaguely, but there have been cases.
This is in a normal issue, with no focus on AI. Even the slightest change can throw AI way outta wack. Something that must have happened to make certain EBs and AVs, wether MA or not, act in strange ways.
Implementing something more akin to player level AI would, although it would indeed be nice, would *most likely* (not 100% sure because, hey, I dont work for NC!) be hard to implement.
Going on a general overview of programming, 'Easy' in itself is a rather misleading term. Hell, I like the idea, just dunno if we'll see an AI upgrade anytime soon. -

It's [censored] to lose your powers when you are crowd controlled, let alone have them backfiring at you.
While I would endorse traps and the ability for you to lose powers in specific zones or parts of zones, I believe this is too much particularly for PvP. I also believe it would be a nightmare to balance in PvE with all the existing NPCs villain/hero powers.

Short Version;
There've been discussions about this before. Much though people would like it, an Engine upgrade would mean a whole game overhaul. In short, CoX2. Seeing as the devs are planning I18 and beyond, the assumption is that this is not happening. Coupled with the fact they think they can get more out of the current engine than they have been, one could surmise that they will be exploring that.
The other assumption is that the last thing on the cards is to get into (more) legal strife with Marvel. Why's, wherefores and suchnots are, simply, not ours to second guess.
Theres also the issue of Engine upgrade = people on older machines getting stuffed, which would cause all sorts of hell. And, given the economic climate, its NOT just a case of 'Well get a new PC, lolz!1', because for the most part it simply is not that easy.
And yes, thats the short version -

Think of the extra dimension it'd add to fighting. Having to run an extra 50 feet to catch up with an enemy, difficult eh?
The mobs might get 1 or 2 ranged shots in before you're in their face.

Slight tactical inclination and better A.I. would be nice. But as my example shows, that needs to come first BEFORE giving Enemies those options. Or there will be some angry, angry players out there. -

I noticed this, and generally borked A.I. a few times.
What irked me most was that the bosses I had set to Never Flee in MA, they STILL fled. Often a lot. Why is there no 'Stand Your Ground' option? Like, literally, stand there until they or the player is dead? Move to a different target and suchnot, obviously, but not run round like a beheaded chicken.
I /Sign for a general A.I. upgrade. With the ammount of staff now, they might make excuses, but that doesnt necessarily make them valid. -
I would support a TF auto-reward. Know that would get me playing them.
