Trust me on this; get the guy to 24.
My first soldier and my one and only Widow were hell to get to 24, my widow more so (So...broken!) My second soldier, however, cakewalked it to 24, and is still on only rifle attacks after the respec.
The best way to go is to treat the pre-24 soldier like just that. Not a Super villain, a soldier. If you can't win a fight, web nade them if you can and get the heck outta Dodge. Or bring some support.
Patience and a more tactical sense of things is required pre-24, maybe why I like them more than just 'Run in swinging'. Use the terrain, narrow alleys and tunnels are your friend for hot AoE death. Slot for damage and accuracy, cos your attacks are worth nothing if they miss.
Please, lord, tell me you have Pummel. Pummel is the single most awesome lvl 1 attack in the world ever. It does the same damage as Single Shot with an ungodly high mag stun. You smack and LT in the face with that thing, and they're rolling round for a good 20+ seconds, while you apply all sorts of firepower to them.
Reccomended to 24;
Pummel
Wolf armour
Burst
Defensive/Offensive training (both are useful)
WA Web nade
Heavy Burst
Maneuvers
Venom nade
Swift
Health
Frag nade
Stamina
Mental Training
Thats lvl's 1 - 22. That that little arsenal you should be able to gun down anyone in your way.
And then comes either silent smashing death in the form of a Commando, or massive AoE mauling with the Crab Spider. Take ya pick -

It'd probably be easy to add an enable/disable cutscenes option in the menu.
And as cutscenes are just another part of the mission making process, I think we might be given a tool to make them eventually, as it'd just be an expansion of the MA.

The one and only thing that the Devs actually managed to build better from the start on Villains, IMO. SF's.
Revamp the TFs, and, for the love of pete, cut down on those horrible, horrible hunt and talky missions, what fun are they? Really? It's as if the contacts have absolutely no ones number to, y'know, call them? Instead of sending the team off to see them. -

I'm looking forward to it as something to twiddle with for a few minutes. Nothing more than that really. That's why I really hope we've some other "minor" (in terms of dev time) features added as well. Proliferation for example would be nice and it's fairly "cheap" in terms of manhour investment.

Definately, I do hope that I16 is bigger, even though GR will be there if it isn't. Im definately a tad miffed with the lack of free content thats any good, but I can understand that the Issue shuffle and job situation probably put most plans out of whack for a while. -

But it's the MA being so prevelant, namely in Atlas, that's the problem. Or at least it seems to be.
Atlas used to be about low level teams, hunt teams, and sewer runs. Now it's farm central, which used to be PI. Now, you still got lvl 1's in PI, asking to join farm missions, I know. But they were normally players who had played the game before. Not people who had literally just finished installing the game. Which is what they are confronted with when they go to Atlas now. -

It makes sense. The mahoosive gaps in the war-walls sounds neat, I mean come on they don't slow the Rikti down at all anyway. Maybe even have the security door itself wrecked.
Problem is, what lvl range would the zone be then? It would have to be all PvP or not PvP, or else scaling the enemy mobs in their would be havoc. -

Crey's Folly is another zone that should be on the Rejuvination list. And yeah, that door being shut is kinda annoying.

I seem to remember a while back (like several years) there was to be a paid for expansion which would significantly move the story forward and add new features but apparently due to player pressure the expansion was canned and the updates were then being worked into the issue update.
Which pretty much promised some really juicy issues but it seems what with the change in ownership and the creation of paragon studios that that game plan no longer applies i would say that that that big issue that was just over the hill that every one pinned there dreams on no longer exists.
Instead were going to be seeing new ideas and new stuff from the bigger rejuvenated team i thing GR is the new big issue even for those who don't purchase it its going to change things and between now and then it seems clear to me that the dev's intend to add to the game technically which dose seem to mean smaller issues for us but should give the dev's better tools to deliver us better content once all the new tech is bedded in.
What i mean is consider power customisation combined with the Dev version of MA which we've been told is better than ours using those tools combined should make it much easier to create enemy groups and missions featuring them which should be good for us

Actually it isn't, when you create a character and get the 'Enter tutorial zone?' question, select NO and you will then get asked which contact you want to go to in Mercy 'Kalinda' or 'Burke'...
Notes:
1. The same works heroside except for contacts being 'Ms Liberty (Atlas)' and 'Back Alley Brawler (Galaxy)'
2. It is recommended that Peacebringers start in Atlas and Warshades start in Galaxy as that is the location of their starting contacts.

No, it's not the same.
Heroes have 10 starting CONTACTS, not trainers. 1 for each origin, in Atlas and in Galaxy. Thats not including HEATs, who get a contact each.
Villains, however, get Kalinda or Burke. Thats IT, whatever origina you are. In one zone. Oh, and the VEAT contact, who is the same for both.
That still hacks me off, hence why I slaughter who streets and then head to Oakes. -

It was done quite a lot on the American Test server when the event was first made - and there's an explosion animation for it, so the devs did plan for it to happen

Sadly they made the destroyers slow immune. The original fights saw the things practically halted, while the players tore the things apart in spectacular style.
Sad really, I'd love to see some of them go down. -

One way to stop them from being slightly daft (blocking roads, etc) would be that they are only visible to the Team who are playing the arc?
Mind you, the mechanics to place them round and about would probably be horrible to write...
