I'd suggest making a few changes to your attack chain - though you shouldn't need to change the build much.
BF->AV takes 5.86 seconds to complete. You can roll through almost two of those before your bruising effect wears off. So, instead of NS->BF->AS->VS->SS->repeat, try NS->BF->AS->VS->SS->BF->AS->VS->SS->repeat. You'll do better DPS, and only lose the bruised effect (in a perfectly seamless attack chain that doesn't account for movement, dull pain, etc.) on the nimble slash, which is not that great an attack anyway.
I would shift the Hecatomb proc to BF over NS, if you were going to run that chain. Just an opinion, mind. -

Basically, she wants perfect information so that she can make a perfect moral choice in a snap judgment scenario. Life doesn't work that way for the rest of us; there's no reason it would work that way if you were a superhero.
The scenario is not poorly designed. I am reminded of an issue of the Flash in which Wally West is sued because he did not search a burning mall for the plaintiff, because he took the fire department at their word that the area had been cleared. He made a decision: "Then I won't search." His information was imperfect, and he made a snap judgment, one that ended up being wrong.
The scenario is to find out how she, or anyone else, would make that snap judgment. GG's belief in her moral infallibility leads her to basically opt out of the scenario. She'll do it right even though there is no right answer to the scenario, her posts would seem to indicate. That level of certitude would seem to fall at level 6 on the Kohlberg scale, which is coincidentally the level of development that allows for killing a few for the greater good, and can be as capable of violence as a sociopath. (Note that it is a possibility, not a probability I allude to here. I'm not making any accusations.)
Personally, I'm scared of people who are that self-certain about their 'universal morality.' And I'm really very scared of giving power to people who are that certain of their 'universal morality,' as opposed to, say, social contract morality or legal morality. Universal morality is not up for debate in the minds of its holders, and that is ultimately destructive to the sort of civil society and democracy that I strongly believe in. -

While she would claim she did not want the power, she would have it de facto, because anyone who dared to think differently than she did would be wrong and, therefore, evil.
Combined with her unwillingness to make a hard choice - who do you save? - and her unshakable faith in her own moral judgment, a dose of real power would set her on a slippery slope. Capturing criminals? Great. How about those who preach bigotry and hate? Yes? Then what about a 14 year old engaging in anti-gay bullying? Is that within GG's hero portfolio? How about the teacher that tolerates the bullying in the classroom? How about the parents? Does your universal morality extend only to actions, or does it extend to the root causes? Do you wait with your hero powers until it is too late and the crime has already happened, or do you act before a crime is committed, therefore arresting someone who is innocent in deed, but perhaps not in thought? Proactive heroism can be a form of tyranny.
A murderous vigilante, while dangerous and a threat, has many more steps and phases to go through before they arrive at that point, and is therefore less of a threat and less scary. A vigilante defines who they are going after, and why, and can be predicted and stopped.
As to me, I'll save myself for saving people from disasters - tsunamis, hurricanes, earthquakes, fires, train wrecks, all that sort of thing. -

As to IO sets, it depends on where you're standing and what you can afford on the market in addition to your merits.
Your first goal is to softcap, I would think. Steadfast +3% unique is relatively inexpensive. Stick it in Permafrost or Tough.
You'll probably want to pick up some Kinetic Combats for your single-target attacks. Check the market for what you can afford, use hero merits for the rest.
Eradications (save for the quad and the proc) - Four of these in your PBAoE attacks, and a couple of Multistrikes to max you out. This is +end, +max hp, and +energy defense.
Once you can softcap S/L/N/E with one foe in Energy Absorption, the rest can go to recharge. That's when you start buying Miracle and Numina uniques, and LotGs. Obliterations are perfect for Lightning Rod. Multistrikes for Icicles. Season to taste.
Edit - I misread Electric/Ice as Ice/Electric. Never mind. -
Rolling alignment merits is better than rolling regular merits.
50 regular merits equal one alignment merit... and one alignment merit can be rolled for five rare recipes. Basically, you get twice as many recipes per merit. -

I've been planning my daughter's first DnD game since before she was born.
She's only 14 months old, though, so it'll be a little bit. -
Ranger? Sure, it's favored class for a wood elf, but I don't really want what it has to offer me. If I was worried about getting the feats I need, I'd pick up a few Fighter levels instead. Scout, also, gives out some bonus feats which can be used to grab the Spring Attack line.
And, of course, having Improved Uncanny Dodge by level 4 will be nice. And 8 skill points as opposed to 6.
Still undecided between two weapon shield bashing and spring attack. I'm favoring spring attack, but I hate the idea of having to take Dodge and Mobility as my first feats. They're useful, but boring. -
I call upon some collective wisdom from the boards. My wife and I just joined a new gaming group in our new hometown. The game is, in the words of the GM, "A mix of 3.0 and 3.5." (No, I don't have any more information about what that means. He's also said that we'll be starting with access only to the core books, but we'll be branching out beyond that relatively quickly.
So, I've got some questions. I am thinking I can talk him into slight expansion beyond the basic books in the early levels if absolutely necessary, but I'll try to stick to the main sources.
My concept is this: Zulu Elf. A barbarian wood elf who uses a shield and a one-handed spear as his primary mode of attack. I'm planning to multiclass into a barbarian/scout/wildrunner.
What I'm looking for is a little feat advice. I am hemming and hawing. Do I want to take Two-Weapon Fighting and Improved Shield Bash? Do I want to walk down the line towards Spring Attack, leveraging the monk-like speeds I will attain? Should I focus on Power Attack and some of its ilk? Or do I want to go somewhere else effective?
I'm looking for opinions. Don't worry about prerequisite stats; we haven't started the game and I can shift my numbers around still.
Also, if someone has a line on where I can find an official reference to a one handed spear (an assegai) that does 1d8 points of damage rather than the anemic 1d6 I'm stuck with, I'd appreciate it. -

Also I don't see the need to worry about power all that much. Just make the suit dark like black and if you're out in the sun all day you can get a charge from the heat or other solar energies... or any other number of electricity generation from the body. -
I would hate to see how 'separate upper and lower body animations' worked with powers like Eagle's Claw, Vengeful Slice, or Hail of Bullets.

That can take Coercive Persuasion.
A MM Blaster might be able to take Confuse, Aoe, Range, Melee, KB and so on as well. Add a set like AR for more AoE goodness, or perhaps Fire (Inferno is a pbaoe?) for those sets.

I've looked at the MM blaster, but any blaster will miss out on the to hit debuff and accurate to-hit debuff sets.
Dark/Rad/Psi does fairly well, just missing out on the pet sets. Dark/Elec/Psi can take the pet sets, but that's at the expense of the to hit debuff sets.
I've been doing a little thinking on this project. I'm considering (very vaguely, and probably won't do it) a breakdown of slotting diversity - what powersets can slot the greatest number of different set types. -
Allow me to submit a data point for you all...
Attempt to max out electric armor resists with currently available sets. -
I'd suggest cold, thermal, and either kinetics or trick arrow for the secondaries.
You'll have shields aplenty, heals, and resistance and regeneration debuffs.
My personal preference would be trick arrow; melt armor plus sleet plus acid arrow plus disruption arrow is 82.5% resistance debuffing, and the Achilles Heel proc can add in another 20%.
Primaries, I'd go Illusion, Earth and either Mind or Fire.
