You must not have read previous patch notes that stated that all debuffs are capped at 90%
If you reduce a target's damage by 18000000% (through any combination of powers) they will do 10% of their original damage.

Wow! Capped @ 10% and not 25%? For EF/FR if you debuffed their resistance down to 10% you are doing a 1000% damage bonus!
4 Storms or 3 Rads should do it. -
I noticed a few big changes to teleport. When I port now I sometimes randomly end up facing the wrong direction as a result of the port. Also I cant target the sides of objects (cliffs, buildings, rocks, etc) all the time anymore.

If you want to figure out if electricity has any "stun" effect go hunt some clocks or Shockers and see if you can attack when they are zapping you. Note that there is a big difference between being able to queue up the attack and the attack actually firing. Im betting that you can queue the attack, but it wont actually fire. The same is true of Energy's knockback. I can queue up attacks just fine when being knocked back, but they wont fire until I get up again.

Mission owner should always grab the blinky. Case in point. One of buddies missions, he was doing it solo and got a SO drop from one of the blinkies. He pulled in another player to help with the end boss. Got a map disco before completing the mission. Upon reconnect the whole mission had reset. The friend got the blinky second time around and NO SO drop. Just to test it out - they reset the mission then had the owner get everything and the SO dropped for him.
So if you are the owner of a mission and others are getting the blinkies - you might be missing out on SO drops.
