You sound like you haven't PvP'd since I12. First of all, EM's melee is useless. It serves no purpose now that the ranged attacks do basically the same, or better damage.

And targetting drone + webnades make the devices set. TD is huge now, since like 90% of people just play defense toons.

Because melee attacks were made useless, all blaster secondaries are fairly bad...in essence, it really doesn't matter what you take. Each one has 1...MAYBE 2 powers that actually make it stand out. For EM, it's boost range. For MM, it's drain psyche. For devs, it's TD + webnades. All other powers in those sets serve basically no purpose.

The reason /em was good in i12 was Boost range, not the melee. Infact, the melee from /elec was better than for /em; except total focus did much more damage than thunderstrike (but only noub /em blasters used TF in i12 anyway).

EM is still better than /devices though, in most cases. Boost range is just as good as it was in i12, and total focus (yes, noutotalfocus) is actually very potent now. EM also has power thrust, which is a very powerful KB. Above all, /devices has no "build up" power. So, a psi/em hits much harder than a psi/dev, from much farther away than a psi/dev. You can argue that a psi/dev is more consistently accurate with targeting drone, but the psi/em will have much better accuracy with BU + aim, or power boosted BU and aim (dev doesn't have power boost either) .

Grav/FF is best for trollers. FF/Sonic is probably your best bet on a defender.
