Well, City of Villains was Issue 6 and it wasn't "Issue 6: City of Villains" it was "Issue 6: Along Came a Spider", so even if Going Rogue is Issue 16, there's no guarantee its "Issue 16: Going Rogue".

Until we know more details on what new features to expect (there may be some that haven't been told), I don't know if we can really guess when. But if it is just what is announced, I'd say either late 2009 or early 2010.
EDIT: Just saying that because I'm assuming they wouldn't have announced those features unless they already got the technology somewhat underway. -

Synopsis: I created this in response to the many dragon invasion themed arcs I found on test, and decided to give it my own (slightly chaotic) spin by employing dragon concepts from people I know. I like to think this arc takes several things in new directions, and not just with the dragons - it's also up to the player to choose which way this arc ends. I believe this would especially suit Extrasensory since Phantoma seems more focused on Croatoa-related things.

The maps were well selected, plenty of unique maps to keep a variety. Good usage of character dialogue, especially the helpful hint from a patrol group referring to the southeast warehouse, which directed me to the door in that area of the map. The dragon characters were well designed and had unique personalities. Five stars.
Fun & Difficulty: ****/5
The arc was fun and engaging, The custom enemies in this group were a little tough, however. Minions with henchmen are frustrating and difficult, perhaps changing them to lieutenants or something less frequent may cause less deaths. Also, the final mission was rough with the surprise ambush and spawn of the Elite Boss. It all came at once pretty unexpectantly. Surprises are good, but the enemies already have the element of surprise as an advantage against the player. The Elite Boss and the ambush of Space Pirates was too much. I was soloing and it was reccomended to bring a team, so in total: Four stars.
Overall: *****/5
Great arc, but a little difficult for solo play. I did the arc on Extrasensory, a Lv50 Psionic Blast/Mental Manipulation Blaster. She had a lot of difficulties with the robotic enemies and all the holds/stuns. Despite its difficulty, its still a five-star worthy arc, any touch ups are purely optional and would only need to be made for characters who intend to solo and are not the most resilient. -

Silent Spy, or Jessica Thine, has a natural ability to manipulate the particles of her body in various ways to render her invisible, intangible, and even heal herself from injuries. At an early age, she showed potential to be a great hero and was taken by the Tsoo and trained to become their weapon, picking up a talent in martial arts. Having a natural good will, as an adult she betrayed the Tsoo and began to work with the government to redeem herself.

Natural Thugs/Traps Mastermind
Ana Cruz is a celebrity who is just famous for being famous. While much of her life is kept public, she keeps some aspects of her life kept extremely private - such as operating the Venezuelan drug and weapons smuggling cartel and the hundreds of murders and crimes that she and her posse had committed in disguise.

Magic Psionic Blast/Mental Manipulation Blaster
The life and history of Extrasensory, or Divya Sumeet, is a great mystery, even to her. At twenty two, she has no memories of her life before the age of nineteen. She only knows of her name and her great ability to have supreme mastery of the mind, capable of doing virtually anything. Some say she is a goddess, others claim she is a genie. Extrasensory has been trying to find out just what she is.

Glasgow
Natural Dual Blades/Ninjitsu Stalker
Glasgow is a serial killer who leaves his victims with a trademark sign: a glasgow smile, or a cut with his knives through the cheeks, forming a smile from ear to ear. Glasgow loves to kill and is absolutely insane. He has no moral judgment.
Looking for: Villainous arcs, Arcs that are truly villainous and dark and twisted.
Phantoma Storm
Magic Illusion Control/Storm Control Controller
Phantoma Storm, also known as Tabitha Matthews, has been in existence for over 300 years. In the late 1600s, she was correctly accused of being a witch and was hung. However, just before her death, she found a way to spare her life by immortalizing her body and soul through a curse. The curse allows her to die, but after each death she will resurrect with a new personality, switching between heroic, villainous and neutral. In her current life, she is of a neutral alignment, doing whatever she feels best benefits her or the world as a whole.

Edwin Schmidt
Technology Gravity Control/Kinetics Controller
Edwin Schmidt was born in the 1800s and has the ability to have supreme knowledge of anything technological, or the capability to invent anything. He created a pocket watch that functions as a space-time manipulator and traveled to the present-day, where he now resides. He uses the pocket watch to manipulate the space-time continuum to fight off the crime and also travels through time to make sure order is maintained in the time stream.
Looking for: Heroic or Neutral arcs. Arcs related to time travel or machines, technology. Arcs in other times. Any large or global threat.
Dr. Amy Byrd
Science Empathy/Archery Defender
Dr. Amy Byrd is a medical doctor from another planet. She is a doctor of a crew that was traveling the galaxy when they were stopped and captured by Rikti forces and brought aboard their ship, which later crashed in Paragon City. Dr. Amy Byrd was able to escape and has since been working in Paragon City to fight against the Rikti and other criminal groups in hopes to eventually be able to rescue the rest of her crew.
Looking for: Heroic or Neutral arcs. Arcs related to Rikti, space travel, scifi arcs, intergalactic war, other planets. Any large or global threat.
Angela Starr
Mutation Sonic/Sonic Defender
Angela Starr is a disco diva who lives her life like it is still the 1970s. She is a singer with a fair amount of fame and a voice that kills - literally. She has absolute control of her voice, capable of using it for speech, singing or as a mechanism for defense and offense.

At the end of the mission, you receive a clue saying that the weapons the Confederates using are from the future, and after turning in the mission Edwin points out that they are Nemesis weaponry. I couldn't figure out a way to give out this clue earlier. Perhaps a collection item?

I actually did make an entire Union army, but for some reason I wasn't able to have any battles set up between the Confederates and the Union. When I went to select it, it wasn't an option to have the two groups fight each other for some reason. I was disappointed in that as well, but moved on. Now I'm not so sure if I have room to put it in (I'm at about 98% full), but if I cut some things out to improve it, I could add the battles in.

I see a huge list of objectives. Rescue: Back Alley Brawler, Statesman, Citadel, Manticore, Numina, Sister Psyche, Synapse, and Positron. Defeat Hro'Dtohz, The Dragon, and 5 Rikti Generals. At least that's what I'm assuming since it only lists the names and not what I am to do with each.
Seems all the heroes are being held captive by Nemesis, who are going unnoticed by the nearby Rikti. First up is Synapse and he doesn't even thank me for freeing him, or anything else for that matter. Neither Positron or Statesman are talkative either, so I'm not expecting much anymore past this point.
Oh wait, Sister Psyche said "Hello?" and Manticore berated me for running off when he was the one who got stock a couple blocks back.
I ran into Hro'Dtohz after getting everyone except for Citadael. He didn't have any dialog at all. I died during the fight and all the heroes finally spoke up that they were lost before I hit Soul Transfer and stunned Hro'Dtohz, whom they all ganged up on and killed quickly. Nice if they had done that before I died.
Oh, I lost Statesman half the map back too. Yeah, funny comment about nerfing me if I run off again, States. This is like herded cats, with the uncertainty of "will they kill everything I come across before I get to attack or will they stand and stare while I do all the work on this spawn?"
I finally find Citadael and notice that I lost Sister Psyche. I can't be bothered to go looking for her so I go to find the rest of the Rikti leaders and try not to fall asleep at the keyboard.
You'd think these Rikti Generals, who are in Heavy Assault Suits, would be easier to find. Anyway, I ran into The Dragon next (isn't he Dra'Gon in the Lady Grey TF?) who had nothing to say to me and proceeded to train the heroes on him.
You know what? Manticore doesn't do a damn thing in any of these fights. Oh, and Positron has sunk up to his knees in a rubble pile and is stuck.
Finally it's over! If you ever wanted to see the signature heroes acting like a bad PuG, then here's the mission for you. As for me, I'm already subtracting stars from the rating.

I can change the map to a map where the allies aren't as prone to getting stuck, perhaps? They're all set to Fight Defensive and Follow, so they should be following you wherever you go and not wandering out on your own. They might have gotten stuck if you were flying or jumping around and they were trying to follow you. Also, they should only attack when you are attacking a mob or if they get attacked by a mob.
As for them not fighting after you died and not until after your rezzed, that might be because they are set on Fight Defensive and not something like Aggressive. But if they were set on Aggressive, then they'd likely be aggroing even more. So which do you suggest I do?

It's now time to go to 1932 and participate in Brass Monday. Now I don't know if Brass Monday took place in Steel Canyon, but it does in this mission and once again I see objective overload. Rescue Statesman, Dark Watcher, Maiden Justice, Vambrace, and Elementar. Disabled 10 bombs. Defeat Lord Nemesis.
I didn't know that the Dark Watcher was a Force Fields and Dark Melee. I also didn't know that he thinks using Force Bubble to push enemies away helps me as a Scrapper. He also thinks that putting minions in Detention Field helps me as well.

Yup, Brass Monday did take place in Steel Canyon.
Dark Watcher's main ability is teleportation but it says somewhere he has some slight ability in Force Fields. To make him as an ally in the arc, I gave him Dark Melee as well since I couldn't just give him Force Fields since he'd need a secondary set (unfortunately, Teleportation isn't available).
The Detention Fields thing is something I plan to fix as soon as possible.

Of course Nemesis turned out not to be at the end of the map so I had to backtrack. This did allow me to ditch the knockback twins, Vambrace and Elementor. In fact, Nemesis was close by where I had ditched Dark Watcher, so having a change of heart I picked him up again before attacking Nemesis.
And by attack I mean kill a few minions while the EB allies do the actual hard work of beating down Nemesis.

Should I demote the allies to from AVs/EBs to EBs/bosses or bosses/Lts so their damage is lessened and they don't take care of all the fun work? It'd be a simple change to do.

So I went back to the other end, picking Vambrace and Elementor up again and seeing that the present Nemesis is not there. Sorry, but your Nemesis is on a different street. Going back the other way I find him near the beginning of the mission, and the heroes make silly short work of them.
And during neither of these fights did either Nemesis give a speech, or even an arrogant comment. Very disappointing.

Well Edwin says he was kidnapped to build the time machine for Nemesis a few days ago. He also has no description text. Since he is the hostage I lead him out and he informs me that in his experience this happened years ago. Wait, if it happened years before he met me, then how would he know that I was going to come....HEAD ASPLODE!

He's contacting you as your contact in the present, 2009. In 2009, he sends you to go to 2014.
When you get back from 2014, you tell him you rescued him in the future.
In 2014, before you time traveled there, he had been kidnapped by the Nemesis. This future version of Edwin still has his memories from 2009, so remembers meeting you then and sending you off and that you returned saying that he had been kidnapped and was rescued by you. So yes, his 2014 version remembers meeting you and for him (2014 version), this all happened years ago.
The 2009-Edwin has not yet experienced being kidnapped, but knows that he will be.
A little complicated, but it should be hopefully all explained by the end.

The Verdict:
Oh where do I begin? There is a decent attempt at a good story, but it keeps falling flat and getting bogged down with boring missions. Having multiple EB-level allies is overkill and makes the player feel like a guest character rather than the hero of the arc. The lack of dialog from NPCs and bad dialog when they do speak doesn't help it either. Also, please enforce your level range across the entire arc. Maybe toss a Nemesis trooper into the first mission or something.
Basis: 3 stars
Decent Story Attempt: +1 star
Boring Missions with Annoying Allies: -1 star
Bad/Missing Dialog: -1 star
Total: 2 stars
I hope you get it fixed up, there is something in there that can make for a fun arc. But I never want to play it again in its current state.

I addressed some of these above, but for TL;DR sake my questions are:
~ Should I make the allies an non-required task, just optional for those who need them?
~ Should I make the allies weaker so that they do less of the work and allow the player to have more fun in the battles and feel more active?
~ What do you recommend setting the ally behaviors as? Fight Defensive & Follow should not cause them to attack unless they are being attacked (and they'll only be attacked if you lead them close enough to a mob). But if you were having troubles with that, what you recommend?
~ Should I change the map in the second mission to a simpler map where the allies are less likely to get stuck?
I'm sorry that you didn't enjoy the arc and found it boring, I truly am. I'm just wondering what you would recommend that I change to fix the errors.

Send Off:
"It began when you decided to rob this pawn shop in the middle of the night. There would be very little security, so what could go wrong?"

There are no ambushes attached to that glowie. No room for them anyway as the map is maxed out with 5 bosses and 11 battles. Also you don't have to fight anyone, the enemies are so occupied fighting each other that you should be able to run right past most of them, which was the idea I was going for. I supposed I could try to make it more obvious that the glowie is always at the very back room of the map, which by the way has no bosses in it.

There was a Freakshow tank and a Carnies mistress in the backroom when I tried for it. It might've been the difficult level that I was on. I had to fight through it since as I was crossing through, I got quite a bit of aggro. I think some of the mobs may have killed each other. -

I really enjoyed this arc. I liked that it was told in flashback and that you were your own contact! The story of the arc was also interesting, especially with the inability to get rid of the Emerald Parakeet.
In the first mission send off, it tells you that it all started a few days ago. After accepting, it somewhat repeats itself. Maybe rewrite the second part to make it a little more fresh?
The second mission was nice, but the ambushes were pretty light. I did have difficult with the boss, Mistress Ruby, at the end though. So that was a nice challenge.
The third mission was nice, though I did groan when I first saw the map. It was a little difficult to find the items in at times, but nothing is wrong with a challenge. I loved that when I was searching I found a copy of "Alchemical Treatments of Hair Loss" and some naughty pictures, among other funny items. Those really made me laugh.
The fourth mission was a little long for my tastes and the bosses were pretty difficult, but I also had the difficulty set high. As soon as I got the item I had to exit to avoid imminent death.
Overall I gave it 5 stars for its originality in style (with flashbacks and whatnot) and story. -

After hours and hours of playing for days, and I hadn't left the AE building. I felt like I was spending too much time on the computer and needed some fresh air. So I went out side...in game. Yes, to get some fresh air I left the AE building.
I think that's a pretty bad sign. -

Ana Cruz walked through the halls of the Arachnos ship, her shoes clicking on the metallic ground as she walked. Following close behind her was her bodyguard guards, Andres, Francisco and Diego. Ana stopped at a door and grasped onto the doorknob.
Stay out here, nobody comes in, said Ana as she opened the door and walked into the room. Ana smiled as she looked around the room. The room was dark and empty, with only one bright light in the room, hovering over two small metallic chairs. It was the torture room. The subject was none other than the famous Silent Spy, Ana Cruzs sworn enemy.
Hello Jessica, said Ana Cruz as she sat down in the empty seat in front of Silent Spy. Ana Cruz crossed her legs casually and leaned back in her chair. Ana inspected Silent Spy, looking at the steel bands and cuffs that prevented her from trying to escape. Around Silent Spys neck was a metallic collar device. The red lights on the device began to flash at a rapid rate.
Now, now, Jessica, dont try using your powers, you know what will happen, said Ana Cruz temptingly. The collars lights began to flash at a slower rate until they went dark. Silent Spy gave Ana Cruz a cold, hateful stare. Oh, dont hate me Jessica, it is not my fault you got yourself into this situation.
You killed my mother, snapped Silent Spy.
I killed many people, my dear, your mother just happened to be one I enjoyed killing, said Ana Cruz with a malicious laugh. Oh now, dont get emotional on me. Your mother practically killed herself. She knew perfectly well what she was doing and what the consequences would be. She did put up quite a good fight though, I must say.
Why dont you just kill me and get it over with, said Silent Spy, staring into Ana Cruzs eyes. You know you want to.
I have been ordered not to kill you. But I have a secret for you, whispered Ana Cruz, leaning forward in her seat. In a few short hours, Lord Recluse will be dead, Arachnos will be mine, and you, Jessica, will be dead too.
Ana Cruz leaned back in her chair, tilting it backwards as she smiled wickedly at Jessica. The sound of gunshots were heard coming from the hallway as Uzis were being fired. Diego and Francisco must be doing the guard duty correctly.
That should be them now, said Ana Cruz with a smile as she pulled a pistol out from behind her back. The Arachnos now falls. Tonight, Silent Spy, you die.

Figi sat on a tree stump in the middle of the forest of Nerva Archipelago, bored and exhausted. It had been months since she had seen any real civilization, she has been tending to the pregnant Radevil for quite sometime. But why? Radevil doesnt really need her and never shows any appreciation. Figi just tried helping Radevil in her time of need, but Figi was sick of it. Tonight Figi will end this crap.
Figi, said Radevil, emerging from behind two trees. Radevil had changed a lot in her appearance since she became pregnant. Her skin became a strange golden-yellow color and her eyes have lost any color. Not to mention the much larger stomach and overall rounder body from the pregnancy. Radevils stomach grew at an alarmingly quick rate, although they believe it has to do with the radiation that has infected her body
Wait, said Figi a bit irritated, as she stood up from the stump. Listen, we need to talk. Ive been by your side and Ive been helping you out, but Im sick of it. You always ask me to do things for you that you could do yourself and show no appreciation. Im leaving Radevil.
Figi wait! shouted Radevil as Figi began to take off. Figi groaned, paused and then turned back to Radevil.
What do you want now, Radevil? asked Figi. Figi looked at Radevil, who just stood still, looking at Figi. Radevil seemed to be nervous or afraid, as if something was about to happen. Figis eyes widened. Radevil gave a light nod and smiled.
Its time.

Its all my fault, thought Netherflare as she ran away from the Faultline dam, looking for a place to hide. She had been such a coward, running away from the public for hours, ashamed of what she had done
A lot had happened over the past six months, since the incident in Florida. After the incident, Netherflare and her allies returned back to their home city, Paragon City. Four months later, the reconstruction of Faultline had started. Only a few days after the reconstruction began, the Arachnos had invaded the zone, conquering the dam.
Hundreds of heroes must have been there, rushing to the dam to fight of the Arachnos. Lord Recluse and his top allies, including Ghost Widow, Captain Mako, Black Scorpion and Scirocco were all there, fighting. Also involved in the battle was celebrity Ana Cruz.
Netherflare reunited with some old friends. Silent Spy, NeoRadiation, Tribal Axe, Dinah Might and Surgetron were all doing their best to fight off the Arachnos troops.
The battle lasted days, as if it were a super powered war. On the eighteenth night into the battle, Netherflare was kidnapped and taken into an underwater headquarters of the Arachnos, deep below the waters of the damn. Netherflare was missing for days, search parties were looking all over for her amongst the battle.
Silent Spy, Dinah Might and Surgetron were the three heroes that managed to find her and rescue her. As the four heroes rushed out of the headquarters, they were stopped by none other than Captain Mako, the sharkboy of the Arachnos.
Hello there, said Captain Mako as he blocked the hallway from anyone passing through. I have something that you may want.
Captain Mako then pulled a woman out from behind the corner of the hallway. Silent Spy gasped as the woman was pulled out, it was Amethystar, Silent Spys mother who had been missing since the travel to Florida.
Mom! screamed Silent Spy as she ran towards Captain Mako, ready to kill and rescue her mother. One moment later, Ana Cruz entered into the hallway and shot at Silent Spy with her pistol. Silent Spy fell to the ground as a bullet shot through her arm. Surgetron blasted a bolt of electricity at Ana Cruz, knocking her backwards as she was electrocuted. Amethystar was thrown to the ground while Dinah Might charged at Captain Mako. A battle had begun.
Netherflare, on the other hand, did not participate. Instead, she was concerned about her own safety as she tried to find away out of the underwater headquarters, leaving her allies to defend themselves and leaving Amethystar to die

It had been days since NeoRadiation saw any sign of his old allies. The last he could remember, Silent Spy, Dinah Might and Surgetron set out to look for Netherflare, but that was hours ago now. NeoRadiation flew around the huge battle that took place there as he searched for any sign of his friends. Unfortunately, they were nowhere to be found. NeoRadiation hovered in the air, looking all around. Seemingly out of nowhere, a massive figure whizzed past him, almost knocking NeoRadiation down to the ground. Trying to get glimpse of what it was, NeoRadiation smiled to see that Statesman had finally arrived.
A loud scream was heard as Black Scorpion emerged from the water down below, covered in his own blood. The scream however, was coming from him. Others nearby began to scream as Black Scorpion shouted to retreat, run and surrender. A group of thugs chased after Black Scorpion, shooting at him until he fell to the ground. NeoRadiaton instantly flew down to get a better view of what was happening. A large crowd surrounded the fallen Black Scorpion as they also stared at the thugs in awe.
Ladies and gentlemen, said one of the thugs in a thick latino accent. Lord Recluse is dead. Next up is you.
The thugs pulled out their weapons and began to fire at the crowd of heroes and villains, who moments ago were fighting against one another. Now, they seemed to be in a free-for-all, hoping for survival. Some of the heroes and villain fought back against the thugs, but were only shot and knocked out.
NeoRadiation continued to hover above the ground, watching all this in shock. He had never seen a hero fall so quickly, the bullets must have some drug in them.
Yo, look up there! said a thug as he pointed his Uzi at NeoRadiation. NeoRadiation began to fly off as he felt a sharp pain in his leg. The colors around him became distorted as he felt weak. He couldnt use his powers anymore NeoRadiation began to fall to the ground, unconscious. -
