So they both like independent, dangerous operations with nonstandard M.O.'s and strange but effective tactics. Plus, putting the 'cover identity' technicality aside, have you ever seen Arbiter Hawk and Arbiter Sands in the same room at the same time?Quote:"Hey, aren't you Arbiter Sands?"
