It's an idea that's been mooted by many (myself included.)
However NCSoft are obstinately refusing to listen to the players on this and I fear our pleas are falling on deaf ears.
WW has effectively ruled out a list merge with her cryptic [sic] statement about enabling us to play together "in design" so I don't think we'll see too much positives from it.
I also think any acknowledgement of the benefits of x-server teaming have come too late. By the time any such plan is implemented it'll probably too late for the EU servers.
For those who've cited "technical difficulties" as an excuse not to implement it, the Devs said that about wings and they said it about power customisation and side switching too. So we know it can be done.
The bugbear here isn't Paragon Studios. I'm convinced of that. It's the Faceless Ones at NCSoft who have such a low regard for the EU that our needs simply won't be met. -

In fairness, you can rework plenty of combinations of that in the MA - but generally speaking that combo of missions works because that's what the majority of people want and are happy with.
Most computer games have a legacy of repetition going back to Space Invaders and even beyond. Breaking that mould is a very challenging ask and when it's tried, often the conservative nature (with a small c) of people prevents them liking new stuff.
Many of the people here who decry the state of the game and demand "new" stuff are really asking for more of the same in different clothes. -

Although I will take it if it's "in character". It's not like it's useless.
If you measure it over time, then you are not.
You first have to line up Sands properly to hit multiples. The recharge for GSA is so far below SoM that you can do as much damage in a given amount of time.
GSA gets a +5% acc bonus too -

As for addictive personality I know all about that too. CoX is one of the few things that have kept me (relatively) sane since I became ill and has given me an outlet for some social activity despite my increasingly reclusive nature. -

On the other hand cross-server + server list will do as much as the same (no pop increase), what is better in this case is that you could teamup picking teams out of 14 more servers instead of 3...and will allow you to "team with the wider community"
About character slots: Devs allowed more slots per single server totalling 36 per server; if that is not enough for you..a server list merge will allow you to have 132 more slots spread over 11 servers, expandable to 396
are you asking for cross-server teaming to access all 15 servers and no server list merge?
I'd suggests you read WW's post again - and not pre-judge it before she actually tells us what it'll be. -

That said, I24 would give the opportunity for a new paid expansion about 2 years from GR. -
My one real regret is that I didn't join the game sooner.
I was aware of it for about a year before I signed up - I'd seen the double page spreads in the comics back then, but I was a bit "meh" about MMOs. I'd never played one, and I was frankly a tad mistrustful about a subscription based game.
Then I saw it on the shelf whilst browsing a game shop and figured for something like £18 I could buy it and play for a month - if it didn't work nothing ventured, nothing gained...
I get my 4 year reward in 3 weeks with only one month missed ever. -

Really, that doesn't seem like a SMALL ammount of work. The past issues were a zone, maybe two. Tops. They had all the old tilesets, maybe one or two enemy groups. But nothing on this scale. I think people are really belittling just how much work has and is still going into GR here.

I'm not belittling it at all. But I'm suggesting that with a very big Issue number around the corner the development team have been moving that forward - and I'm suggesting that it'll be a lot bigger than GR.
I'd go so far as to speculate that GR and the things you've mentioned above provide a great deal of the ground work... that's the foundation for the next big leap perhaps. -
So... GR is going to launch pretty soon and that'll take care of pretty well 2 issues in one hit.
There's a team of some 80 devs working on it right now and they've been nose to proverbial for well over a year now.
It's gonna give us 20 levels in 4 zones and 2 powersets - there's some great stuff in it- more than I've mentioned here.
But I got to thinking....
80 devs to bring that to us.
It was only when that recruitment drive came along that the team expanded. Before then the entire team has been consistently around 15 people since I started playing - exactly 4 years ago.
While we had 15 devs, we got at least 2 shiny issues every year - we got 2 zones with big makeovers, and we got an entirely brand new zone in Cimerora. We also got RV (just as I joined)
We have been given plenty of new power sets, and I'll remind you that dual blades and willpower came at the same time. We got Psy blast and MM, plus a whole bunch of proliferation - and some of the best content in the game in terms of TFs and SFs... ITF, LGTF, KAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAHHHHHHHHHHHHH HHHHHHHHHHHHN (it's gotta be typed like that) and Barracuda, not to mention LRSF and STF. Inventions... a whole bunch of stuff delivered over three years by 15 people.
Seems to me that 80 odd devs should have been able to blitz GR with their eyes closed.
But then we've only got one issue before I20. Issue Twenty!
I cannot imagine for one moment that'll be just a run of the mill (are there ever any such? ) Issue... so I17 might be the big paid expansion we've all been waiting way too long for but there'll be another even bigger one just around the corner.
Shall we start speculating about what'll be in it? -

Sure Ghost Widow is tough, but she's by no means hard.
I've never used shivans (i don't go to pvp zones), i don't farm for large inspirations prior.
I've pretty much only fought her as a scrapper or blaster, never had any issues on either. Sure i get hold once or twice and my toggle drops, one click and it's back.
I've done STF with some wierd team mockups and it works... sure they've not been master of. But c'mon...
The failed master of attempts i've seen have been in 99% due to player stupidity. Like stone tanker turning off granite to move recluse some and got two shotted quick for example.
Romulus is also not a hard fight either, and i never ever cared about team make up for ITF, it's a very easy TF. I've failed it once i think, when we forgot to change diff and fought rom at +3 level and lost three people after first wipe. I've even soloed it on my scrapper O.o took about three days and alot of tries, but doable.
I hold firm in my belief anything (aside a master of) can be done by any team mockup as long as the players know how to play their character. I've yet seen nothing that proves otherwise to this belief.
The biggest problem witht he end game raids and such is onfortunatly the network lag... anyone who done a zone capped mothership raid knows this.
I see and agree with this, but I also get what the OP is saying.
There is, in some quarters, an expectation that certain missions and TFs should be done one way. I am sure that is generally the way that most people have found to be successful but it is not the only way nor is it guaranteed to be the easiest.
Mostly I've found that if failure results from not doing it the prescribed way, it's generally a problem of perception combined with an unwillingness to try new things. -
