Go to the pvp section I have a whole thread dedicated to my fire/regeneration. Use the search feature liberally, you'll find answers to your questions in a much faster time.

But influence is still a bit of an issue. It's not that this character CAN'T generate influence. I've figured out a few ways of earning (in fact of all my toons he's clearly the bread winner) BUT the pricing of everything is getting insane!
I don't know where the recipes are but something is happening to the market or drops... or lack of people playing? I don't know but some very 'inexpensive' recipes have become amazingly rare, or just priced insanely high.
For instance my build (posted previously) took the 'cheaper' option Cloud Senses for some recharge. Check out the pricing and availability of some of those... crazy stuff.
So I did take the above advice for Bronze rolls using AE tickets. I spent over 600 points and rolled and rolled and never got the Steadfast 3% def. So not only did I burn my tickets... I ended up buying the recipe. So anyone reading my trials and tribulations with this scrapper, be forewarned.... Bronze Rolls in hopes of a Steadfast 3% are clearly still a high risk gamble.
For the record I think I ended up with one recipe worth over 10G on the markets (yay for multiple 'Enfeebled Operations' !)
So the I/O's are seemingly getting harder and harder to piece together... even basic stuff like Multi-Strike. In certain levels, it's as rare as anything you can think of. That surprised me.
But the build is solid. I just got Combat Jumping, and he's really solid. I'll probably keep taking him to 50 and DM and Shield are definitely a -great- combo!
Also rolls are a gamble and did you roll at 30-34? If not thats probably why you didn't get it. -
There was talk of having your build posted on a web page for each toon and you could have it selected to be private or public but that never panned out.

Holy crap this place is awesome! I'm in it right now and the oroportal does work you just need to put it at the corner where the wall and floor meet each other.

Then the question has to be asked after all this, do I notice a difference now that I'm playing with power? Short answer: Nope.
So, you can have toons at level 50, they can have no IO's or set bonuses and you'll still have fun and be able to handle most challenges the game throws at you. The only appreciable difference with what I have is having Devastation: Chance to Hold in Mu Mastery, that kinda adds something tangible. A visible power, with a noticeable effect, now that's something I can buy into, a 0.1234234% increase to X just doesn't do it for me otherwise.
In PvE its Skill > Build for a long time, it only becomes Build > Skill when you're doing retardedly hard stuff like soloing an AV. -
I laffed pretty hard at the Castle and PvP changes.

Why not just modify your play style to adapt for the decrease in DDR? Seems a bit silly to delete a 50.

For anything more than +2 I'd suggest Shield Defense. If you're going to be farming with bosses I'd suggest going with Fire over Electric because Fire has vastly superior single target damage than Electric without giving up much AoE.
Honestly if you are planning on farming there is no scrapper combination that can beat a fire/kinetics. -
You should download Mid's hero designer and make a build using that and post it up.

Fire/WP is a good combo that I don't see fairly often, great dps with low recharge, defense, resistance, regeneration, and recovery built into wp is a win win situation.

Harder than the RWZ challenge? I'd say this is harder then soloing the STF.
