Well if you have not already written the idea in stone, i could offer a villain group with a developed basic base for RP purposes, the base is magic origin though. Villain group is the Scourge. It already has a developed background, however i am more then willing to change it, should a reasonable number players be interested in farther developing and supporting the group.

The needed list depends on archetypes, numbers and power level of people interested. This storyline is light in terms of requirements, as CoX isnt exactly friendly towards roleplaying i prefer to keep the most important plot points to conversations and character interaction, with action being something which is adjusted to the participants.

I would like to inquire if there are any people on the hero side , interested in an crossover storyline between heroes and villains. The plot involves some valuable Crey technology resurfacing on both sides, and features characters whose background revolves around this Crey machinery and technology...So far the story is running inside our villain group, but i would like to expand it to the hero side as well, should there be enough positive resonance about it...

I prefer Pocket D as a meeting place, despite the prevalent opinion there is a lot of roleplaying sabotage going on there, i have never encountered a player there who tried to disrupt in character conversations and meeting, Pocket D is mostly empty, and those who use it as a transportation hub usually stay inside the entrance corridor anyway.
Another possibility although extremly unfriendly to starting characters would be the golden Giza, concept wise probably a perfect place for villains to socialize, however one would need a couple of dedicated people with teleport in order to get the low level (pre travel power) players near the entrance without too much trouble.
Monkey fight club is rather nice as well, and lacking any game mechanics relevant content what so ever , would allow the roleplaying crowd to stay among itself for the most part. I would discuss the possibility of regular events with E.V.I.L. , there is certainly a high possibility of several one time events, however to get something running on a regular basis requires a lot of dedication from organizers and visitors. -

Aside from the tyranny of Recluse and Arachnos, aside from lofty and unachievable goals of Paragon. We have the guts, the courage and all the necessary means to shape our future on our own. The Scourge is freedom, freedom of choice , freedom of opportunity, not granted or imposed, but taken away from those weaker then us. Not an agency, not a gang, but home. Here you will find those who do not shun any means necessary to fullfill their darkest dreams of grandeur, those who are willing to cooperate on the ascendant path to their own glory. Each member has a role, each member has a purpose and were all this purposes intertwine a greater whole arises, the burning juggernaut of the Scourge. Join us and let the path to your destiny be yet another burning mark on the face of this world.
OOC Information:
The Scourge is a roleplaying Villain group, reinstated after a long inactivity period due to Issue 7 delay. Our current focus is on lower levels of the game, although there are members on the higher end of the power curve. The Group is striving for constant in character presense, with ooc conversation being kept to private messages or accordingly highlighted in the team or villain group channels.
The main goal of the group is the opportunity for in character team up, there are various plots currently running, with new members being integrated into them, should they show interest to participate in an ongoing plot.

We are not striving to grow into a large Villain group but rather to stay a circle of close knit friends, as trust and familiarity usually produce best roleplaying results. Therefore proper integration of new members into the group is one of the top priorities.
The Scourge currently has no internet presence, due to the fact that it was unnecessary in the past, so contact with the group can be achieved through the forums or in game @Kyton as global chat handle.
As an example a short description of one of the current plotlines:
The story so far.
Cybolt a recent aquisition of the Scourge was imprisoned in the Ziggurat for the last 5 years, after being apprehended by Freedom Phalanx during a killing spree in Brickstown. The authorities recorded him as a case of severe amnesia probably as a side effect of extensive cybernetic implantation.
Unable to find further information on the subject, the authorities placed him in suspended animation. The inactivity period ended with yet another Arachnos raid on Ziggurat, however this time there seemed to be some kind of personality stirring inside Cybolt. A confused person in a body full of lethal implants and in an environment of mutual distrust. Cybolts case was reported to the Scourge, its operatiatives apprehended shortly after his arrival in Fort Darwin.
After intensive scans and database reference, a link to a hero of Paragon city,Cyclaws, was found. Cyclaws being an early case of Crey experiments on cyberlimg enhancement and personality reprofiling was badly damaged during the Rikti war and left over for dead.
After several years of inactivity trapped beneath the rubble in boomtown the unit reactivated. Cyclaws amnesia guided him into the hands of Paragon City authorities, were he joined the ranks of Paragon heroes as a member of Digital Justice.
Parallels between the two individuals were obvious, as the Scourge detected several encrypted files inside Cybolts tactical interface, some of which seemed to be navigational and maintenance data a new opportunity presented itself. The possibility to find a location of Crey cybernetic laboratories and pillage it for valuable equipment and data was a great lure. However being unable to hack the encryption the Scourge started to prepare a raid on Paragon Cityhall in Atlas Park in order to get their hands on Cyclaws files and possibly the encryption key. -
What i cannot understand however is why not make Pocket D the place to meet and socialize, it seems to be much more suitable and allows a wide range of character levels to move in with relatively ease, find people to roleplay and team with IC and then simply to move on. A bar/disco seems to me a much better place when it comes to social interaction, finding new contacts and recruit possible teammates, as it appeals to broader audience and offers more posssibilities to start with. Opinions may differ however

The Scourge is one of the smaller supergroups on Union, we prefer to remain this way, but there is still plenty of room to grow.Any member will gladly partake in RP anytime, in fact for most of us it is the only reason to join teams.

The Scourge: a roleplaying Villain group which consists of mature casual gamers, whose primary goal is to enjoy their characters and the game. Ingame goals are indeed the domination over the crime underworld, as well as proving that Arachnos is not the only true power on the islands.
