It doesn't say "only if an effect was in the launch version of a power 6 years ago can you not remove it", it says that the effects *currently* in the power can't be removed. That likely includes the fear effect. As much as it's generally reviled, there's still almost certainly *someone* who's using the fear effect for mitigation. And that's the person the cottage rule is designed to cover.
Like I said, between the cottage rule and the same balance concerns that caused them to add it in the first place, I doubt the devs would consent to removing the fear effect. -

What if the radius was increased, Max targets increased, fear removed, is that enough to get Burn in line with SC? Maybe a decrease in either animation time to Burn, or decrease recharge of FE to BU level?
I'd dust off some FA rooms for that. -

I have to agree that Katana toons depending on DA for defense are more active and can be more fun if you are wanting to put in the work to survive. /DA is great fun, as is Regen. Nothing is quite like coming back from the brink of death and coming out on top, and in the green. -

With SO's Shields is no where near the level of performance with IOs. Its like playing a sturdy blaster with mez protection and a PBAoE rain of arrows. WP and Regeneration are probably the best secondaries with SOs as well as leveling.
I have a very nice fire/shield, about 241+DPS, has aid self, hasten...
She can do missions that are set +4/8... but so can all my scrappers... thats how I build them. My Ele/Ela and Kat/Ela are great in solo +4/8 missions, and my Fire/WP can literally go AFK in a +4/8. /Shield is by no means the end-all-be-all... but it does excel at specific areas that are highly regarded in this community.
My DM/SR still has the most solo different AV kills under its belt, it can't do 4 AVs at the same time like the Fire/WP, but can drop AVs that waste my /WP in about 20 seconds (Anti-Matter, Drek).
I might be one of a handful of people who even play Electric Armor, but that might be because a lot of people had a bad taste in their mouth about the original version of that set (pre-Energize). My Ele/ElA has about 35% melee and 38.7% smash/lethal defense, plus the heal, regen, resists, -end, knockdown and basically infinite endurance.... one of my favorite AoE based toons by far.
I think you're right about /fire though, needs a lot of work to be viable... although it can excel given the right set up. -

I had ~202 on my DB/WP and her life went down, although way too slowly - didn't bother to stick for longer than a few minutes, I estimate it would have taken me one hour or so. I think I was just barely above her regen, with 219 (the number you reported in the rikti pylon thread IIRC) it should go much faster, albeit still slow.
Diabolique can be taken down with about 200 DPS, although this is highly dependant of your unsuppressed movement, your defense (by which I mean, does she hit with Siphon Speed and Siphon Power or not) and the environment (I find her easier to manage in the graveyard mission, it's outdoors so you can always keep up with her without bumping into corners like in that oranbega cave). -
Thanks! I think if I start another project, its going to be hard to top my DM/SR in most situations and FM/WP in others. I enjoy my Kat/ela a lot too for AVs. Maybe my next goal is a Scrapper who can solo Dominatrix and Diabolique, unless my Kat/ela can do it because I haven't tried.

No, don't have any purples or PvP IOs in the build. I'd avoid Guassians too, there's a better set for to-hit for smash/lethal. Took me five sets of four kinetic combats too.

I might do some video, but not sure anyone would want to see that live-ish, only time its "interesting" is when my health drops in the red once on a "bad luck" streak. I suppose if I sped it up 4X and put it to a kick *** song.... -
I'm currently at 32.5% Def to energy/neg eng. 30% to fire/cold, 25.8% to Psi. The three keys to survival were 45.7% def to smash/lethal and averaging about 92hp/sec regen (while all four were alive) and about 2280hp.
I could possibly add in Nemesis, but he takes forever to solo and he has one attack that's at 60% chance to hit me.
I had more Def/resist/regen before but it was overkill, moved slots to attacks for added procs. Still a build with no purples.
Although this build can't handle defense debuff AVs, or Infernal (due to my primary), this is the first Scrapper I've made that can solo Malaise! I wish I had hasten to increase my DPS but its not bad at 170-175dps. -

Those are some very managable changes, sounds like a great plan to me. You can probably tell from the build that I don't want to even level it up unless I'm sure its worth it, mucho $$$!
Would the end redux in BF be more useful then moving that slot for another recharge in CP? Looks like it would knock off 7 more seconds from CP recharge... I'm guessing probably not. -
I was getting bored with the single AV fights and decided to spice it up and did 2 at the same time, Nightstar and Chimera. I didn't have much trouble, so I made sure they had no minion/lieuts around them so it was just me and the AVs.... still no trouble.
I then added in Siege for a 3rd AV to the mix and they fought valiantly but I still came out on top.
Finally I decided to add in a 4th AV, Marauder, to the mix. I found after a few failed attempts that if Chimera hit me with any -def debuff, they all would drop me pretty quickly. I tried again with Nightstar between me and Chimera, he was forced to use his bow the whole time and I was able to drop all 4 with no temp powers, inspirations or extra mobs in the room!
I don't have a way yet to video this, but I took some pictures when I could stop to do so.
I don't get to brag on here very often with all the other crazy achievements people have on here, so I thought I'd take this opportunity to do it this time!

I was afraid you'd say that, any ideas on possible changes to that build to help with the endurance? It's hard to move 1 slot to CP without losing some defense, maybe different powers/sets to make up for that, I don't know.

Here's a purposed uber expensive build for a DB/SR for killing AVs/Pylons.
I went for 3 things mainly, softcap to all positions, as close to perma-hasten as I could get, and an attack chain of BF>AS>SS>AS
Does it appear I could sustain the attack chain with the drain/recovery I have, with CP included? I don't want to dump the kind of money and time to build this toon, if it won't work.

I think you're doing fine money wise for the sets you have. Shouldn't be too hard to softcap, Gaussian set in Focus Chi for 2.5% Def to all, take fighting pool and put Aegis set of 5 in tough for some nice AoE def, 6 performance shifts in stamina gives 3.13 aoe. I didn't load it on mids to check it out but you're getting there. I'd probably skip One with the shield to get weave in slotted up. I'd look into medicine for aid self, speed for hasten, and/or jumping for more def from CJ. Soon the two non KB BotZ IOs will be dirt cheap, that's an easy 1.25% ranged def from only two slots.

I've had that IO in phantasm since it was available, noticed the change ever since. I don't play him much lately, considering the date of that change, I'm not surprised I didn't notice.

Yes it can proc when you cast Phantasm
Yes it increases his recharge. If it happens enough during an AV fight, he'll start casting multiple decoys on a single target.
Unless this was changed on a recent update. A damage proc can go off when he attacks or his decoy as well. -
Took what you did and moved LR to lvl 30, added 3% more global damage in GC and got my lethal to 45% by changing the Tactics slotting. I'm not sure I'd want GD slotted with Oblits though.

So on AVs like Siege or maybe even a Rikti Pylon, I could use that chain instead of DA>GC>SD>GC>GD>GC>SD>GC.The absurd levels of recharge he's got permit the use of the GD > GC > SD attack chain, which (IIRC) does about 30% more damage than a more common GD > DA > GC > SD > DA > GC or GD > GC > DA > GC > SD > GC chain. Of course, that requires enough survivability to drop DA from the attack chain, which he may or may not have. Having Energize near-perma and Power Sink up every 20 seconds (and slotted for endurance drain) may make up for the low defense numbers.
With BUs recharge just under 30 seconds, every third chain I can pop it, and the end redux and heal/regen of Energize is important for long battles too.
If there's a way to up other defense as well, I'm open to suggestion. I will be moving the fighting and leadeaship pool powers down to levels 38-49 so I can take Lightning Reflexes at 30.
