In my biggest update for a while I've put up updated stats for all primary and secondary powersets in the game.
More updates to this long out of date section are to follow, including data for the Ancillary and Power Pools.
Secondly, I'm looking for volunteers to help me cover the Patron content when it is released. It will be some time before I can take a character through each patron arc, particularly as I prefer CoH to CoV at the moment.
All I need is one person per patron who will do all the content exclusive to that patron and take screenshots like crazy whilst doing so to pass on to me. If you're really keen you can process the screenshots ready for me to put straight into the database, but that'd just be a bonus.

Great update. One question though: are you planning on covering the ancillary pools at any point?

Perhaps some people may be interested in how stealth/perception affects them in PvE or in PvP within the Arena. -

I believe your cap is based on your auto-SK'd or auto-exemplared level. If you're a level 40 Stalker auto-exemplared to 25 in Bloody Bay, then your Stealth cap is based on level 25. A level 15 Tanker is similarly auto-SKd to 25, and has a perception cap based on level 25.

That's my understanding of the system too. Just as when you sidekick/exemplar your health increases/decreases to the level it would be at the level you are sk/ex'd to. -
If a stalker reaches their stealth cap, and their opponent has capped their perception then their opponent would be able to see them from only 10 ft away, yes.
Stealth, Grant Invis and Hide will cap a stalkers stealth .. but perhaps your stealth and/or hide was supressed at the time you were spotted?
Disclaimer: I play a brute mainly, so I'm no expert on stealth/perception by any stretch of the imagination -

Edit: I converted all the BI's I had into Iakona's system and the numbers are also on that page. They are very old BI's from about 6 months ago I think, and there are many many gaps in the data to boot. -

Archmage Tarixus is not 25-30. At best he is 25-29 like regular contacts.
I talked to him at 29 but didn't have the Lorekeep badge yet, so he gave me the "learn the history" message. Almost immediately after that I hit 30th level, then went and got the badge when I had the chance, and went back and talked to him again. He was now unlocked but then gave me the "Your usefulness to me has ended..." message, and consequently wouldn't give me the missions.
I suspected the 25-30 thing might be an error since contacts typically end at 29, but I went on to 30 anyway without checking it. Oh well. Live and learn.

My guess is that all the unlockable contacts run in the x to x+4 level range, as I've read this a few times for the different unlockable contacts now, and I'm pretty sure I tried to talk to Henri Dumont at level 25 myself.
As for the normal contacts they still talk to my characters and offer missions when I am introduced to them at x+5.

I dont' know if it's been posted before as I've been away for a while, but - as of the patch that hit the European servers today (Jan 18th) - Veluta is a level 10 contact. Huzzah.
Pity I missed the memo saying this had changed as it would have been a lot easier to hunt ghosts after I'd hit level ten -
You don't need to skip any missions if you stick to solo play on villainous and concentrate on the mission objective rather the defating all enemies on a map by default. The only content I have missed playing this way so far is Veluta & Dumont, but that was because I didn't find out about them before it was already too late rather than outlevelling them.
If the Villain badge isn't fixed soon I will miss out on Jeager too I suspect because TL 36 is fast approaching for the Convalescent.
Once you get to level ten it's easy not to out-level stuff, just pick up some debt if in doubtIf you are at level ten and still have a lot of 5-10 content to do just go out and max your debt, don't skip Mongoose thinking there's no rewards for him .. although Mongoose gives no souvenir today, it has already been confirmed that souvenirs that are not awarded will be datamined and awarded retrospectively, unlike badges -- I assume because all badges can be obtained later at any level, whereas you only get one shot at souvenirs.

I should also mention that even though Doc Buzzsaw is listed as 25-30, I'm assuming that should really be 25-29 as most leveling ranges are figured.
If someone should get Bling at level 30, please see if you can get Doc Buzzsaw to give you a mission, to check this out.

My experience in CoH has been the opposite, contacts that started at 25 would still give new missions out at level 30. As I have been mainly soloing in CoV I haven't got to a point where I've been able to test if this carries over to CoV to any great extent yet, I assume it does though. -

I kept a count on the Gangbuster with HeroStats and have just got the badge -- it requires 200 defeats.
I fought exclusively Marcone Capos in Port Oakes so can't comment on what other Marcone/Family bosses may count towards the badge or not.

125 Marcone Capos later ... still no badge. Does anyone have an accurate number as to how many have to be defeated for this badge as I've already met the 100 requirement that Vidiot guesses at and, quite frankly, if I never see the words "Marcone" and "Capo" again it'll be too soon!

I've been reading up on the unlockable contacts in CoV and gather that I need the "villain" badge to unlock Kristof Jeager, also that it's acquired by defeating 100 or so longbow bosses (wardens/officers) .. I'm sure I must have taken down at least that many in Nerva over the past few days, but still no badge.
Perhaps it's a defeat very large number of any type of Longbow enemy? Does anyone have any ideas, theories, or best of all: simply knows what is required for this badge yet? -

Thanks to Nomme for sending me a load screenshots to build a skeleton guide to Explorers and Exploiters, hopefully I'll get round to doing that TF myself and filling in the blanks soon. Also to Graydon_M for capturing a bunch of villain mugshots that I was missing and sending them on to me.
Mainly I've been working on the new databank (I'll think up a better name later), my favourite section being the new villain listings which includes each villain's "Risk Factor" to compare how difficult the devs themselves consider each enemy via their individual experience multipliers -- and it's already turned up a few surprises for me depsite only having a fraction of the villains covered so far.
Example: Death Shamen = x2.6500, Storm Shamen = x3.9600
Given the Death Shamen summons two pals that can turn a three on one battle into a rathy nasty five on one struggle I can't believe he's considered less risk (since risk = reward) than a Storm Shamen who I've never had any real problems dealing with on any of my characters.
CoV section is also ready to go (well, once the NDA is lifted and I've decided who my main villain will be to front the site with).
