I had expected activating the second build to start the respec screen, not retrain from zero. It frustrated me greatly that I could not access the same 'pool' of enhancements. I do not have the resources on any of my characters to repurchase and remake all the IO sets I'd need for the second build.
I haven't used any secondary builds, and suspect I may never use them.

Ex:
When a Cap SF is completed, how come the normal allotted amount of merits isnt even enough to purchase a reward from the Merit Vendor, when in the past completing such a task would at least reward the player with a recipe at the end? It would take 2 Cap SF runs to equal the purchasing power at a Merit Vendor. This is clearly NOT a selling point at all.
Secondly, I would point out that since you (and by 'you' i mean the development staff in general) have turned off the ability to execute 'quick' Cap(s) or Katies, the amount of chatter on coalition chats has been reduced to a trickle (and that is being generous). The quick Cap/Katies were great for getting coalitions active and talkative and fostering at least a sense of community. Sadly, that has appeared to have gone to the wayside.

It sounds like a half-hearted appeasement to me, and I don't like the way it was 'thrown' out there. It felt insincere. And, for good measure, it angers and offends me. I still have not seen nor heard some type of end justification as to why PvP 2.0 is there, or what it means to future gaming. As a paying customer / investor in this little escape, I would like to hear or read the reasons as to why.
But with my mood lately with the disappointment of Issue 12 and now this?

Great. Whatever makes CoV unique, let's give it to CoH. Why bother playing CoV at all? This issue addresses absolutely ZERO CoV issues or concerns, or even quality of life. But hey, let's fix the hallows -- never mind at all that Grandville has been the bane of most people's existence due to its lag nature. Let's throw some new costumes out too while we're at it.
But at least you gave us a unique epic AT. Oh wait. We've seen them throughout all our levels thus far in the game. Not really new are they? Sorry i dont share everyone's enthusiasm over what is a fancy band-aid, a shiny glittering object of distraction and the removal of anything remotely unique to CoV. I guess i passed my d20 will save. -
I would prefer, if you were to go ahead with this type of option, to have it automatically set so that the information is NOT published on the WWW. Having such a setting set to grant access, as it appears, is a false agreement between NCSoft and myself. I would consider that type of publishing data, without prior consent, an invasion of privacy.
