I'm pretty sure this is true, I had two controller lingering rads on me the other day and outside having no Regen on my stalker (Which already has next to no regen) Powers were still coming back (A bit slower) But recharge was far from floored. -

I have a feeling you had more on you than just LR, unless LR is acting differently in Arena than it is in zone. What were your Arena options set to on that KB?
I'd still appreciate an explanation as to why Lingering is banned.
Edit: I just tested this using both the Corr version and Def version of LR. Numbers:
Corr - 5 slotted Impeded Swiftness, 1 End; -15.3 mph Jump Speed, 42.97 ft. decrease in Jump Height, 34.77 mph decrease in Run Speed
Def - 2 Acc, 2 Rech; -10.74 mph Run and Jump Speed, 49.45 ft. decrease in Jump Height
The numbers suggest that the Corr version of LR is decreasing Run Speed too much. I'm not sure if this is a bug or not, but I believe that is why they are considering banning it. -
