Two examples:
Melee Damage: Bone Snap: Acc/Dam. Between lvl 15 and 25, the range is 5k to about 15k influence.
Ranged Damage: Far Strike: Acc/End. Same levels as above. Anywhere from a low of 111 to 40k or so. Averaging about 10K though.

You can slot DO's from vendors starting at level 12, or you can use generic IO recipes that you can buy from the crafting tables. The obvious advantage of using crafted generic IO's is that they don't degrade as you level up. You can slot some level 15 generic IO's now, and they'll last until you hit 22 and can then start playing with frankenslotting. -

Does this mean that drop-rates need to be rebalanced across the board to account for the number of avatars players can generate for City of Heroes? Maybe, maybe not. -

Fire/Rad controller with perma-hasten/perma-AM. Choking Cloud locks everything down for nearly complete safety. Hot Feet/Imps/APP attack for AOE. Potential massive single target damage when combined with the rad debuffs.

You're looking at the "how does a player view the population" issue and I'm looking at the "what IS the population and what does that mean" issue.
I have read many stories of new folks showing up and thinking things are dead. Those stories, while kind of a bummer, are irrelevant to me. My only concern is whether there is enough of a playing population to rationalize the continued existence of the servers. So far, the numbers I see don't seem to correlate whatsoever with the amount of money being dumped into the development of the game, so I'm obviously missing something.
I'm trying to determine what that something is through hard data rather than opinions.
I would bet there are more players that only log on for an hour or two than the hardcore ones that are logged on for hours and hours. My WAG would be that however many players are logged on at any one moment in time, that the number of actual players who logged on that day is at least double that amount. -
I disagree. I am nearly always on hide. That doesn't stop me from forming pug teams by using the search tool, and it doesn't stop me from starting or joining teams using global channels either. Granted, I'm only one example, but I have a number of friends that also stay on hide, but still regularly form teams.

You could, of course, try using the search function. Click on the little button at the top of the screen that says Search. In the box that says Keyword, try typing in 'dual' (not duel), then setting it to Search Topics Only. Then hop over to the list of forum sections and highlight Scrappers. Finally, click the button that says Search Now.
Voilà! A whole series of topics about dual blades scrappers. And look, the very first one is about Dual Blades/Super Reflexes and it's only two days old! And there are five more threads about DB/SR on the first page of results!
Whew.. I'm spent. That was some hard work there. Time for a nap. -

I have a hunch the devs are working on improvements to the teaming system that will help the situation. Something along the lines of WoW's dungeon finder would go a long way toward putting players together with teams, and remove much of the feeling of 'empty' servers.
For now, however, we can all exert a little extra effort and explain to new players about using the team search function, how global channels work, sending tells to players on teams, etc. On Protector we get a lot of new players being invited to our global channels, and nearly all of them pick up on the concept very quickly. -

What you're describing sounds exactly like what I saw when using DF on plus-level AV's before slotting it for magnitude, except for the standing there taking no action part. It looks like they're caged. It says 'Detention Field' above their head, they get the little egg around them, but that's it. They can still move and affect other players, and be attacked. I'm not sure what to say about the short time you see them standing there. I never noticed that myself. -
There's a lot of incorrect information in this thread. I've got a pretty fair amount of experience using Detention Field as a FF Defender, including a number of MoSTF runs.
- Detention Field has a fixed duration. It always lasts 30 seconds, regardless of enemy level.
- Plus-level AV's resist the magnitude of the cage power, not the duration.
- The basic magnitude Detention Field will work 100% on nearly all AV's, up until they are +3 to your level, then will stop working entirely. You'll still see the 'Detention Field' message, but they resist the effect instantly.
- The duration of the power cannot be enhanced.
- The magnitude CAN be enhanced however, through the use of Endoplasm HO's.
- Nearly all AV's only have a base mag 4 protection to the cage effect.
- The ITF Nictus all have extreme mag protection against this effect, as well as nearly all status effects. Detention Field is useless against them. The only status effect they are susceptible to, is sleep. They can be perma-slept and removed from the fight, if the team can be disciplined enough to not damage them with AOE effects.
- With two Endo HO's in my FF Defender, which is just under mag 10, I can cage the patron AV's on the STF with no issue, as well as all the Mary AV's during KHTF. Controllers have a higher base mag for their Detention Field, and should only need one Endoplasm HO.

I understand having loyalty to your chosen server to a degree, I do, but honestly, many of the servers are seriously underpopulated these days, especially compared to how they used to be. To pretend the populations haven't been steadily shrinking because you have "no problems" finding a team is sticking your head in the sand.
Sooner or later, the devs are going to need to cope with the fact that some servers have populations that are drying up. As someone pointed out, it's not good for the game for a new player to log in the first time, select a server at random, and see no one else around. Eventually, something will need to be done: a server merge, a single-server solution, something.
You can stick your fingers in your ears all you want but there is a reality that while you might enjoy playing on a server where you can usually pretend successfully that it's a single player game, this is not good for a business, and a business decision is likely to be made at some point that is probably going to make you very unhappy.
It'd be alot more productive to talk about real solutions to dwindling populations on some servers and thus have at least some voice in shaping that eventual solution than to keep asserting that everything is fine and nothing needs to change, ever. Because like it or not, that's probably not true.
I started on Protector 2 years ago. I'm still there. I can say, with absolute 100% sincerity, that from my perspective, the population is MORE active than it was when I started 27 months ago. There is always activity on our global channels, there is always something going on, and I can find or form a team any time, on any day of the week, redside or blueside.
I've always paid attention to the number of players showing in Team Search ever since I first started. The numbers, on average, really haven't changed much, outside of spikes like when Exploit Entertainment was released. SG's come and go. Players come and go. Many of the players I knew when I first started have moved on, but there are plenty of new ones to fill their shoes though. -

The big problem is that the prices on the market have basically spiraled way out of reach of the average player. Some players can afford to farm all day. Some players build archtypes specifically FOR farming. Some players specifically work the market, sitting on cheap bids then turning around and placing items they win at higher prices.
So, your options to get those megabucks enhancements are fairly slim. Either you farm, farm, farm, farm, farm, farm, farm, farm, every chance you get, or you hope you get really lucky and score some purple drops you can sell for mega-bucks.
