No, those preorder helmets are automaicically available in the VEAT costume slot.
The OP might be thinking of the coif or padded underhelmet you see some helmetless arachnos troops wearing. It's not limited to low levels though, the chief arbiter is seen wearing one. -

This is instead of defeating him comedy style, wearing a clown costume and using your acid flower and electroshock palm buzzer temp powers (now those would be VRs!)

Yeah, good idea. You could have an origin specific aura mission even.
The villain one is a bit to magic as well. -
adding extra limbs is easy. Making them animate is a completely different kettle of fish.

Not only can you use the Jump Pack to boost you to the speed cap (and with hasten you can have the Jump Pack up fairly frequently) you can also increase the speed of tem jet packs by sltting fly speed enhancers into Swift and similar powers.
I wouldn't buy one though, they are easy to get for free. -
Sands of Mu gives a competative edge.

Because evertyone would whine that all the other VRs where not up to scratch. -
It's not that much of an advantage now it is so easy to have permamant temproray travel powers from level 5.

Personally, I think the natural booster pack would be the hard one, simply because there is so much you could do, nothing really seems to epitomise natural.
Science: lab coats, ABC suits etc.
Mutant: strange skin textures, extra eyes, maybe use the wing model for strange growths, extra head as a shoulder piece, an eye or mouth as a chest detail etc.
Given Positron's fondness for cryptic clues, one has to wonder if the phrase "rocket surgery" is pointing strieght at Science being next. -

I pick travel powers based on which one fits the character and/or looks the most fun..

You can pick any travel power you like, but when you turn on Granite Armor, you won't be able to jump (or fly, or run faster than a snail). -
Granite Armour, the signature power of stone tankers, has -fly and -jump. I.e. you can't use superjump with it turned on.

But if the 39 month reward is not something the player wants, but there is a later reward that they did want, it would keep them subscribing.
The alternative would be give out VRs at the rate of 1 every nine months, thats about the only rate they could put out enough good rewards.

No, no I don't. Which is another good reason not to give out good rewards for four-five years: players starting now are unlikely ever to have the oportunity to earn them. -

Yes, and after you have all those there is nothing good left to take (unless the devs divert a lot of thier effort from the rest of the game) VRs no longer serve thier purpose to keep you subscribing.
What is so difficult to understand about that?!
Pool system = good from the players POV, but very very bad from the devs POV. -

It's not redundant, the purpose of poor VRs is to space out the good VRs. -
Good grief, I hate to even think how much moaning and account canceling if they had added trenchcoats and then made players wait four years forthem!

No, I'm sure the devs thought of it.
What the devs see, that a lot of the playerbase seem to miss, is if they don't keep filling up the pool with good rewards, then after players have the ones they want the VRs become effectively useless for keeping players subcribed. And keeping coming up with, creating and implementing good VRs that won't be game unbalancing would take a pretty significant fraction of developer time.
There is a reason developers are developers, and that is not because they are to stupid to be players.
