Wow, didn't expect this much feedback so quickly. Thank you all for your advice, still looking through your builds but just wanted to respond to a couple points. I tinkered with it some after posting, took slots from build momentum, added one to def sweep and a few other changes, but already like some of your changes better. I don't know what I was thinking about some of my choices, such as gloom's slotting though.
I'm probably focusing on recharge too much, the only IO build I've ever made is a dominator with tons of rech and I think I'm instinctively focusing on getting more when I can. I was thinking about getting an ATO, not sure which to slot it in but I'll tinker with it, I didn't like the AOE sets for tanker so possibly in one of those or a fast attack to get more from the proc, not sure.
I thought I did have reactive armor in all my active res slots. I had no idea about this rule of 5, I'll have to look into better uses for those slots. I did like the def buff from stealth though
Don't use kick, and it isn't even slotted with one enhancement. You do have to get it or boxing for tough and weave. I did forget completely that you lose some of your def bonus from stealth after attacking though.
On the first build I like some of the changes I've noticed, but I'm not so sure about dull pain slotting, I consider that to be a very good power and breaking up the sets loses a lot of bonuses. I won't be able to get the pvp one for a long time also, great enhancement but well out of my range of affordability. The accuracy on the single targets seems low to me. Perhaps I should add some slots to titan sweep, but six seems like too many to me.
Second build - really good end recovery. I'll look more into this build later, I do miss having hasten, almost always get it.
Third build - the bruiser only needs to hit to get the debuff, adding more slots isn't necessarily the best thing to do. I did add one after posting and am still tinkering, but it already has a recharge of 4 seconds without any enhancement and just with global +rech it is down to 2.4 seconds on my original build. With one slot I could add accuracy, end red, damage, or whatever else you think it needs. I did consider slotting it like you did and spam it more for the def bonus, res proc, and bruising, but I felt that the slots were better spent in other powers. That being said, I would say your build is better than mine. I don't really like energy mastery though, it is ok, but just not interesting to me, I would rather have soul or pyre, but if I did get it I would have to get laser beam eyes, always thought it was a cool power. I like the addition of Hasten, wanted to add that in but wasn't sure where. Can't afford the pvp enhancement.
I'll look at the builds in more depth, but you all have already given me a lot of good advice and ideas. Thanks for the help and I'll post a second attempt later. -
I like your build, particularly the second one, and am trying to make a invul/tw build myself (http://boards.cityofheroes.com/showt...37#post4235937 if interested), but as a minor note I would change one of the aegis in resist physical damage, such as res/end, to the 3% psi/status aegis IO. You would still have capped s/l res, so losing nothing, but benefiting from it. I would also consider changing the build momentum to adjusted targeting, you only add 1.76 seconds to the cd and get 2% global damage. Not a huge benefit admittedly, but possibly worth considering and if you can move an enhancement to it you could get some e/n res.
I would personally take the oblit out of titan sweep, the mako out of crushing blow, and change the normal IO in stamina to a performance shiter end/whatever for the hp boost, but YMMV. I also skip CB in my builds, not a bad attack, it is just what I consider the worst attack in the set and the slots can be better spent elsewhere. -
I hit 50 on my invulnerability/titan weapons tanker and really like him but just have SO's on him and want to make an IO build for him. I only do PVE and want to be able to solo or group. My main focus is being hard to kill, but want to have enough endurance red/mod to last, decent damage for a tanker, and a travel power.
I've made a first draft on Mids posted below, but am not sure it has enough endurance reduction, even with cardiac (which I have already), would like better resists, and I think some powers are under/overslotted but i'm not sure what changes to make. I can spend a decent amount of inf on this, but don't have enough to have any or at least more than 1-2 purple sets right now.
Any advice/critiques are welcome and I thank you for your time and hopefully help.

Thanks! I've made some changes since that post and have most of the enhancements now, but am still looking to make it better. Have domination and hasten perma now, so I'm happy there at least until I work out a more finished build and get some inf, so thank you for your advice.
I wasn't sure (and still am not really sure) how much end. red. to go for, but with my recovery way higher than I'm used to (only 3 SO stamina with a few toggles running on most of my guys) and domination filling my end bar fairly often it is a lot better than I'm used to. I'll try and get some more in the build though, especially on my toggles.
I didn't put any knockdown protection in the build because (unless I'm mistaken) domination gives it and I have permadom. Sure I won't have that for a little bit, but playing it safe until I do hasn't been a problem so far and I can always hold/stun/KD/ect. any mobs with KD. If I have a slot or two I can't find a home for I may add that though.
I haven't really used volcanic gasses that often, but I do like it and think I underslotted it, I just felt that other powers had higher priorities.
I don't actually use stone cages, it is purely there as a mule for a cheap set with global recharge and I know not to use immob and KD (though I kinda remember an immobilize without KB protection). Thought about taking tremor instead, or possibly some other useful power that doesn't require so many slots, or the single target as you suggested. Didn't know phase shift could cold a LotG though, that could be a really nice improvement and free some slots up too.
They are new to me, I saw it pop up when I logged in the first time but haven't done any yet. Also didn't know you could get LotG that way. Also I've never run a tip mission and honestly don't know how to reinforce my status or what that really means but I'll look that up later.

Thanks for the advice! I had kinda forgotten my armor being useful for anything but a recharge mule, don't think I had any toggles on him before. I'm still not decided fully on what to do, but have a decent cheap build that's fun to play while I iron the build out and get some of those LotG's in. Thanks again man.

At this point I doubt I'll get a response, but if anyone does want to critique it I've made a few changes that I think strengthen it linked below. Also I know LotG 7.5's are expensive (to me at least) and will be getting them as I can, but even without any hasten has a 129.4 CD and dom has an 80.4 CD during haste and a 111.9 CD when out of hasten.
I'm not sure if the 9.4 seconds with no haste makes me not have permadom after a couple times reapplying hasten or not, but it gets better with just one or two.
With one haste has a 126.6 recharge an dom has a 78.05/107.4 cd. Adding another gets me to 124 haste and 75.83/103.2 domination. I get permadom and almost 1.5 seconds off permadom with a third and the fourth one gets me permahaste as well.
I wasn't sure what to do with a couple of sockets and the slot I'm least sure about is my fifth in stamina, which I only got for the 2.5% damage buff. Also I still am not sure if I have enough/too much accuracy, end reduction, and recovery so any advice on those points or my builds would be appreciated.

I just started back after a long break and this is my first attempt at an IO build, so I probably missed some basics. I tend to solo but want to be useful in a team and am somewhat more concerned about control than damage. Ideally I would like permadom, but if I can't afford it right now that's fine.
I'm wasn't sure how much accuracy to shoot for or if I over/under-slotted powers (particularly don't like my slotting of quicksand and animate stone) but I'm not sure what else I would do. I don't have that much influence so I'm trying to keep my costs down. Any advice would be appreciated, even simply redoing everything about it if it is just bad, not planned well for the cost, or whatever reason.
It would awesome if anyone could give me a rough estimate of the cost or point out particularly costly enhancements/sets.
