I would go Primal forces -
Power boost is going to boost your self heal and holds/confuses
and temp invuln for resistance. If your looking for just recharge bonuses then yeah psi master for IW and PT.
If your building for recharge then I am guessing you have hasten and am - if you have am close to perma your getting mez shortening with AM (am lessens the duration of mezzes) plus if you carry break frees your probably better off than waiting for IW to come back up (but then again if your close to perma on hasten and am IW would be up fast).
What is your goal for the epic powers? To increase your global recharge?

Powerboost should NOT be affecting recharge. If you are finding it does, then you found a very nice BUG.

The amount of speedy recharge, isn't significant on quick recharging power I would say, I'm not one to go trying to get details, just notice a slight recharge boost when spamming my powers as oppose to when I don't use power boost.
Also it appears that the proc in my Spectral Terror [Glimpse of the Abyss] does a few more points of damage when using it as well. This I did test....not a staggering amount, but it was definiteely more. -
Only main tank for me, and if i have time while "controlling" maybe some team members.

I tried Ice, Psionic, and Fire on my Fire/Rad. I have to say I've enjoyed fire the most, not only due to the upfront damages of fireball, but consume has proven to have much value as well to supplement end usage.
I haven't tried the other two on my fire/rad, and i'm sure other can come up with reasons why any of the other Ancillary pools will be helpful, but fire is very good, useful, and uncomplicated. -

My problem with Speed Boost is that the developers have balanced it not around recharge, endurance cost, or power, but around a cost in irritation. The power is literally balanced around the idea that "yeah you can use it to keep a team running, but boy is it annoying!"
I used to develop spells for a different MMO (not that this gives any special weight to my opinion). In that game, we routinely rewrote spells that fell into the "too good to be true but annoying as heck" pile. SB is a perfect example of that kind of power. It's like the game is beating you in the face with the power. It's a combination of it being simultaneously (IMO) overpowered, having a short duration, and a very fast recharge. To NOT use the power is a huge mistake, because it is so effective. But to USE the power is so annoying that you just wish you didn't have the power at all.

LOL, I'm quite sure it wasn't built around that factor at all, but once the junkies got hooked the devs probably didn't want to adjust it due to the fact it's YMMV "overpowered"
Kinetics is so widely used, I doubt any changes will be made to it in the near future. -

If you're actually clicking on the Spam button instead of the Delete button, then the accounts are banned. At that point, it doesn't matter whether or not they get bumped off your list; an account banned for RMT spam can never send you another e-mail anyway.
I will admit that it makes adding people who aren't RMT spammers to your ignore list hard, and they definitely need to address that. It can easily be fixed, though, if when they ban accounts they do a global remove of them from people's ignore lists. (In fact, it would be altogether nice if, when they ban an account for RMT spam, they automagically removed all other e-mails that account sent to other people's inboxes.)

We all do, but:
1) It's not THAT bad of an irritation. Each session, it takes me less than 10 seconds to blow away the spam I've gotten. Sometimes I haven't gotten any at all. The most I've gotten is after two or three days of not playing, I'll have four or five piled up. Let's not make mountains out of molehills.
2) Implementing a feature like this will take them time and effort. Not just in development, but in QA testing and regression testing for all future changes. Plus, there's the not insignificant possibility that their change could cause bugs in other things. It's yet another moving part that could break, all to save people five to ten seconds per play session. It just ain't worth it.
3) Not to put too fine a point on it, we have too many options as it is. I'm sorry, but I simply don't agree with the "more options is always better!" crowd. If I were king of CoH development, I'd actually do away with a bunch of options we already have. Whenever I do want to change a setting, it sometimes takes me a couple of minutes just to find the durn thing, and I've been playing for five years.
4) It's something that would consume yet more resources server-side. Not many, but people already complain about the lag as it is. They need to focus on ways to make everything run faster, not slower.
5) If you don't use the e-mail system, there's a simple way around spam altogether: Simply don't read the e-mail. I know, those little red letters scream, "Read me!" I'm confident in your self-control, though.
6) Some people actually actively use the e-mail system. I e-mail people all the time to notify them of upcoming events, help them with macros or keybinds, or just say hello. Global tells are not a replacement for e-mail.
7) It wouldn't work. Trust me on this. If they did what you're suggesting tomorrow, the RMT spammers would still find a way to get to you, and it's likely that it would be even more annoying than e-mail. These people are scammers and crooks, they know no moral bounds, and it doesn't matter one iota how irritating it is to you. Old-timers will remember the tell-hell we went through before they nixed that. Now that CoH is a game with loot, that cat's not going back in the bag. RMT spammers will still be there; the only people it would affect are those who use the e-mail system for what it's designed for.
In short, this is a problem with RMT spammers, not a problem inherent in the e-mail system. "Fixing" e-mail won't solve the problem and only waste resources without addressing the root of your unhappiness.

For some reason, I find it very amusing that there are players who think that the demand for respecs is so high that NCNC set the pricepoint for maximum profit and are actually expecting to earn a significant profit from selling respecs.
I'm no mind reader, but my crystal ball is telling me that $10 is a price that is just high enough that you'll think twice about buying it; that is, it discourages you from doing so. This fits with the goal of "earn it by playing the game" rather more nicely than it fits with the goal of "scam the players out of a bunch of money".
If you just have no other options or simply cannot wait, then $10 is still priced low enough that you can rationalize it once. "I'll brownbag it for lunch a couple of times."
Seriously, the idea that NCSoft is hoping to turn respecs into a profit center is pretty ridiculous, given that the available supply of them increases the longer you play.
I'm not even going to touch the idea that they'd take respecs out of the game and make them available ONLY by purchasing them.
*edit* Just to be completely unsubtle here - Yes, I am suggesting that NCSoft deliberately priced it "high" to try and discourage you from buying it. If you really, really, really, really have to have one, there it is. Otherwise, find a way to get it for free in the game. At least if you DO break down and buy it, you're paying NCSoft instead of a RMT'er.

Buying one respec for one character for $9.99 seems a bit ummmm crazy. Maybe $9.99 wouldn't be so bad if the respec is account wide.
