Just my 2 influence here but isn't this all going to be a moot point once the Going Rogue expansion is released and folks can play blue side brutes?
If brutes are already doing so well with Energy Melee and Castle has said that porting it to scrappers is unlikely why bother with proliferation in the first place?

Also bear in mind that with the advent of SSK there is more chance of getting higher level players in lower level zones. So if, for example, a level 30 player is on a team of level 15s in Steel Canyon and becomes a vampire/werewolf/zombie they are no longer teamed and no longer sidekicked.
Thus you have a level 30 game controlled vampire/werewolf/zombie loose in Steel Canyon after it finishes defeating all of it's former teammates who then turn into vampires/werewolves/zombies themselves. You may also see a good portion of the players in Steel Canyon turned into game controlled vampires/werewolves/zombies before someone gets around to defeating the level 30.
While this sounds fun in the pages of a comic book it would, IMO, cause the fun level to dip sharply in an MMO.

You can copy and paste the data into a text file and rename it... problem with loading though is that there have probably been changes to some of the costume pieces since Jophiel first made his character so it doesn't load well. Your guess is as good as mine if the actual costume file will help with that.

Here's my offering....
I dropped the tiara and cape in favor of more of a body armor look for use in heavy battle situations including a built in HUD to help assess the battle. As you can see Her Highness has taken steps to personalize the armor with a custom paint job. The gloves are the Vanguard Small but everything else should be available sans a shopping trip. Enjoy!

For the bowman I like Envee's French suggestion but in English: Archer Blue
For the tanker I would go with Revere. It's obscurely patriotic and also lends the character a feeling of unassailability.

For a blaster...you run and jump into a group and try to incapacitate them with the risk of dying.
A tank can render a group harmless because the tank is able to stand in the middle of all the foes and use those powers over and over without much risk of dying.
At the level where SC would become available to tankers most battles are over too quickly for the recharge on PS and SC to make multiple applications viable. You also have to take into consideration that most tankers are already nigh unkillable by the 40s anyway so this doesn't really add all that much in the way of personal survivability but it may help save a teammate or two. Basically adding Short Circuit to an Electric Mastery set for tankers would just be another form of crowd control for regular mobs and might help drain the odd AV or GM.

Here's my spin on her costume. I wanted to give her a sense of presence and power so I went with a variation of the classic unitard costume that looks like she is essentially just wrapped in the flag. I chose the eyes to make her seem slightly more than human and the vines mask because I felt like it suggests psychic tendrils. I went with the open sleeves because I think it helps to break up the blue nicely without sacrificing the "wrapped in the flag" look while adding a bit of flare to the whole costume.

You've got a very cool core look here Kheldarn! It has Shi'ar Royal Guard feel to it. I think it's the colors that are throwing it off though. You have alot of cool detail that is getting lost in the swirl of color. I noted that you have chosen to highlight some of the details with red and green to make them stand out more. Gold works well both purple and blue so I would suggest going with gold with black highlights for the belt, chest plate, shoulder pads and raider mask instead to help make those details really pop. Also I would lose the vines on the legs.
