People will almost always come out for a raid if they know about it, they usually just don't know what to bring or how to go about it.
Sure it helps if the other raiders have some experience in the raiding process...but following instructions is far more important for someone who is a non-raid leader than having raiding experience. A large supply of experienced raiders on a server doesn't add much more to a particular raid's success...it just allows the server to have more frequent raids because you have a larger pool of people who can be raid leaders.
I'd say the biggest factor that has helped Justice become THE Hami raid server is that our raids are done in a PUG-style format. We don't put any sort of emphasis on who needs to bring what. We've learned to work with what we get, so someone who wants to give raiding a try can just bring whatever character you want to play...there will be a team for you no matter what you bring. Because our raids are done in a PUG format, there are good, thorough instructions given at each and every raid...so our raids tend to be newbie friendly as well. Because we have such an open format that's pretty newbie and AT friendly, our raids are a pretty big draw. This helps add experienced raiders to our server's population, which in turn allows us to have frequent (and even impromptu) Hami raids. -

I'm not going to argue which channels are the best or the most active since I'm not a member of all the Justice globals, but what I can say is that JFA2010 and Justice United are the largest general events channels on Justice and seemed to be the most applicable for what the OP was asking for.
Plus, there's a couple outdated global channels on that list ("Justice-Hamidon," "Justice Badges," "Justice For All" were all incorporated into "JFA2010" and "Chrome Support" was switched over to "Justice United"). -

All major events appear to be crossed posted on both channels and both are @Ignicity free zones. So again I ask, why do we need to recommend that new players to Justice subscribe to BOTH?

Welcome to Justice! I highly recommend joining the "JFA2010" and "Justice United" global channels...they're the two big event channels on our server. Good channels to be in for recruiting teams and keeping up to date on what events are happening when.
