You do not get a refund on the game you bought for $60 three years ago because it ended up at the bargain bin later for $10. I can understand being frustrated, but in terms of being entitled to anything or having been cheated there is zero ground to stand on.

Go to King's Row at lvl 5 and talk to the detective in the police station to get a radio. Do 4-5 radio missions until you get the Safeguard mission. Complete it for a jetpack to help you travel around.

At 6:40, Positron said we'd get a "taste" of the Incarnate System with Going Rogue. Not the full system, but a taste. His post here ( http://boards.cityofheroes.com/showthread.php?p=3024907 ) said that it was going to be removed from Issue 18 / Going Rogue.

Like I said, you are trying to prove something without anything to back it up. You claim that you are calling for proof. That was given. If that isn't good enough, then you have to show any proof to the contrary. The burden of proof rests on your shoulders because you seem intent on denying the claim it wasn't included. So back up that claim.

Correction. You had to buy GR to be able to access the Incarnate system when it went into place later. Meaning there was ancillary technology in GR (not i18) that the Incarnate system of i19 rests upon.



Evidently.

You required GR to access a host of other systems as well. Such as the Alignment system. Such as Ultra Mode. Such as Praetoria itself.

You retain access to these systems if you've bought GR as they were explicitly part of GR. If you have enough Paragon Rewards built up to have unlocked (or you pay to unlock) Controllers and MMs, you retain access to Demon Summoning and the other power sets released in GR. You retain the ability to create a Praetorian.

The thing you gripe about retaining was never part of the final release of GR/i18. Therefore, you didn't pay for it.
