There are still several other possibilities who could conceivably be the letter writer, including Promethius, Mender Silos, Mender Ramiel, even Nemesis himself. The Dream Doctor could be the letter writer, using our subconscious to guide us to the letters via our dreams without us remembering said dreams.
I am fairly confident, though, that it's not Dillo. However, that would be freaking AWESOME.

I've got a better idea. You pay me, and I promise not to laugh at you too much over such a ridiculous character name.
I'd be willing to accept a Level 1 Damage enhancement as sufficient, but am not averse to higher bids. -

This is a significant improvement of value. I'm still not sure they're worth buying, given how frequently they drop in-game and how cheaply they can be purchased by not-my-actual-money, even when there's a streak of bad luck, but it's a step in the right direction, and at least means that the ones that drop from packs (they're getting the same treatment...right?) will no longer be considered just a few extra delete-clicks. Probably.

That weapon pack is 'spensive. Glad I got it when it was free, not too excited about what this says regarding similar future items.
I don't believe the patch with the interface has been brought around yet. I know that on Beta the enhancements weren't tradeable/marketable, and the checklist function was still not included either. -

My namesake character had a freak accident involving the Akashic Record, an Irising stabilizer, and a restored 1953 Chevy Bel Air, and now there's, like, five of him running around.

No AE in Praetoria, so after you finish First Ward, yeah, it's mandatory exemping, but as far as I know, it should still be possible to Incarnate if you can bear with it that far.

And they're one of only two getting anything proliferated this round. Call foul on the Controllers, I guess, but they're almost out of options anyway at this point.

I've gotten to the point where I rarely use Hasten on any build where I can't make it permanent. It's got benefits, no doubt about that, but I generally prefer characters whose performance doesn't really waver. If, like Dechs, I have some other power with a massive recharge that I want permanent, though, I'll often take it to help with that goal, and generally get Hasten permanent in the process as well, where it makes a bigger difference.
However, ultimately, the answer to "who can do well without Hasten?" is "pretty much anybody". -

Given Positron's comments yesterday regarding the results of the current SSAs needing a whole issue to really be implemented properly, I'd imagine the "soft-date" goal would be to bring i22 out in mid-March, when the current series ends. That would generally fit with the window created by sticking it in Beta sometime this month as well. Regardless, I definitely wouldn't expect it before that point.

Actually, there will be another new control set before Staff Fighting, that being Darkness Control, which is coming with i22 (Staff Fighting was confirmed as being after i22 hits). And along with Darkness Control, there will be the newly proliferated/modified Darkness Affinity (buff/debuff for Controllers) and Dark Assault.

You make as good an explanation for a number of things that can be made. Some make some sense, some do not appear to ultimately hold water, but that is more of a "beauty in the eye of the beholder" thing, and it is not incumbent upon you to defend the thinking. So thank you for pointing some things out that I had not considered, and for providing the villain content, which I never play. You explained the logic of the authors very well.

I never envisioned a father, someone who's only daughter was viciously killed long after her 'crime fighting career' was over..... going off somewhere to 'clear his head' instead of utterly destroying each ... and every... person responsible for her death. Up to and including her uncle who might not have even known about it. With all his power and if he would have struck fast, no one could have been prepared to prevent that. -

Bear in mind, I agree that it'll probably, or at least should be a change from ground up, for a variety of reasons, but it's not that they couldn't do exactly what you just described.
As to how the players could make a difference once the change is made...well, villains can already go back in time and put Recluse in charge of the Rogue Isles. Why can't they go back in time and frag Statesman too? -

Blitz is pretty much an omnicidal maniac. He's dying and wants to take the whole world with him, so he was basically duped into thinking he was starting GLORIOUS NUCLEAR WAR and whatnot, when in truth, he was mostly just a patsy being used to get Wade access to Alexis. As to why Malaise did what he did...we still don't entirely know. The villains ostensibly lost round four, so whatever the intended result was, we're not currently privy to it, at least not heroside (I haven't played the villain one yet...I should get to that).
