Actually, much though I love that interpretation, I have to contest it. It's a world specifically without Doctor Miller.
'Coyote has said in the past that he regrets bringing new heroes into a plague-zone, and wishes he could recover all of those who have been lost.'
So, new heroes HAVE been sent into the Outbreak area. They've just all died. Presumably, in this alternate world, 'you' were one of the heroes who tried and failed to combat the virus. Similarly, because the villain contacts died of the plague, 'you' the villain are still locked up in the Zig.
I really think this is all about changing the whole course of history by changing one thing. -

Yeah, but consider the other evidence.
1. The Fifth Column have the longest history of any group in the game of messing around with changing time. Case in point, Ubelmann the Unknown.
2. Reichsmann is from an alternate world where history took a different path.
3. That Ouroboros symbol looks very Nordic.
My guess is that they're bringing back the 'Ubelmann Portal' (which was originally going to be the gate by which you entered Recluse's Victory) both as part of the unfolding storyline and as a means for level 50s to revisit their own personal past, and replay old mission content. Like Flashback, but literal time travel, so you can go back and save that hostage who died under your protection. That sort of thing. -

That reference to the 'widow of Doctor Greg Miller'? Well, Dr. Miller is the second person you talk to in the Outbreak mission. He's the one who sends you off on the rest of the missions.
This whole paper story is about how different history would be if one single detail was changed. Remove Greg Miller, and the Outbreak Plague is still raging after four years, because WE haven't been containing it. In this alternate history, the heroes haven't been able to do the Outbreak mission, so the plague has been rampant.
The whole flow of history works out differently because of that ONE detail - whether Greg Miller lives or dies.

Back before I9, my biggest worry about the Empowerment Stations was that people would use up all the hard-to-get Base Salvage in making the better buffs.
But the ability to convert Invention Salvage into Base Salvage has changed all that. (I'm quite surprised more people haven't written about this.) I can now convert six pieces of crappy unwanted Tech Salvage into a Tech Software, or an Experimental Tech, instead of deleting them. If I ever run short of the bulkier stuff, like Material or Power, it can be picked up for pennies at Wentworth's. -

I know. My point is that Ex has already said she'll bring the list to the Devs' attention and try to get us some feedback on it, so it makes sense to keep up the support for that project rather than going off on tangents, especially since bases and the CoP were mentioned in the list.
Ex is away at GenCon this weekend, but when she gets back, I hope she'll give us some of her time over this... -

I'm not sniping at all. I'm just strongly advising you not to do this, because for one thing it won't get you anywhere, and for another, it could get you in trouble with the mods.
You've already gone against what's considered acceptable on the forums by cross posting. Encouraging people to spam a Dev could easily get you banned. I'm not saying that to be a goody two shoes, I'm saying that because I'm just as frustrated as you are, and you're in danger of shooting yourself in the foot.
This kind of call to arms never works. I know it's frustrating, but that doesn't mean this is a good idea. -

I've been given more information by Devs first-hand than anyone else I know, and all I've ever done is be polite and patient.
You can quote the First Amendment all you like, but spamming is spamming, and those strongarm tactics won't get you a result. Like I said, if they respond to that, they'll set a precedent. -

Do you honestly think the Devs are going to respond to a mass PM spam?
By doing this you make it LESS likely, not more, that Positron will address this issue. Why? Because if Devs are seen to respond to what's basically spamming, then any time anyone feels entitled to a bit of Dev attention in future, they'll look back on this as a precedent and try to flood some other Dev's inbox.
There is ALREADY a big list of player concerns, including the Base Raids and CoP, which we have been assured WILL get Dev attention. It's Ex Libris's 'big list'. If you want to do something constructive, then get behind that instead of trying to mailbomb Devs. -

I can tell you that mass PMs are an absolute waste of time. Attempting to force Devs into noticing you is absolutely the wrong idea, especially when what is proposed is essentially spamming.
There isn't anything that you can do to make a Dev address an issue, because you aren't entitled to Dev attention. They don't have to talk about what you want them to talk about.
What I've done several times in the past, successfully, is to respond to Dev public posts with a polite request for information. You can also try the approach of the 'request for clarification' on an issue - start a thread which, while not calling anyone out, asks what the state of play is on a given issue.
But in this instance, there is already something to get behind. Ex Libris made her big list of issues that players would like Dev feedback on, which EvilGeko has lately been trying to get some attention given to. (I believe the state of base raids and the CoP are on that list.) Since ExLibris is currently at GenCon, we aren't likely to see anything on that score for a few days at least. -
