so, some details.
Rumble is a kid who grew up in paragon city idolizing the heroes of Paragon, and generally bugging them with his overactive enthusiasm and cheeryness. He frequently followed them into their adventures, usually just to watch, but sometimes he got in the way and had to be saved.
He knew a super-scientist in his neighborhood whom he also constantly pestered who had invented a device which created short range shockwaves via concentratd vibrations. Unfortunately, the device, orginally designed for powered armor, would crush the bones of anyone attemtping to use it bare handed. So, poor Mario(rumble) was left with no superheroing.
Luckily, there were people attempting to create their own project, a Procedure similar to Captain America's Supersoldier serum that would grant it's recipient maxed out physical abilites, and even push into the super-human category. Unfortunately, Rumble is fifteen, and him volunteering to be the guinea pig was'nt gonna fly.
Fortunately, Rumble is kinda crazy and stubborn, being fifteen and obsessed with being a superhero, so he pestered the scientists by camping out in front of their labs and blasting bad pop music all day and night. They eventually caved, giving him the treatment, which allowed him to use the Shockwave Vibration gauntlets without destroying his arms (at the lower settings) and he began fighting crime
Rumble's a hyper-active, over eager kid, who may not be a super genius, but is not a brute, he might be an idiot, but he's the good kind of idiot, the kind who might accidentally make things worse while trying to help, and gets bored with long post like this :P. Naive idealistic optimist with a strong will is the best way to describe him.
He's overly friendly and cheery, and that sometimes lends itself to making mistakes. He idolizes superheroes, particularly the ones in his City, Statesman, Positron, Synapse,Citadel, Manticore (all one named heroes).
He's also the kind of guy who would revel in his superheroic identiy and would probably yell his name all the time.
If I could I would have put an exclamation point at the end of the name instead of the barely noticeable period and considered it a bonus and even more in line with the kind of name he'd give himself.
All of this brings back to the character, an amped up, simple kid. What kind of name would he give himself? something obviously based on his powers, as that's usually the way. Something cool, he's a pretty modern kid, and lives in paragon, so something with one to three syllables, usually one word is cool, but he's not "grrr grimdark", so nothing like "BONECRUSHER" He might give himself a title, Like Reckless Rumbler, but his personality lends itself to that title getting more words every time he says it, so anything besdes the built in title system, which is superlfluous to the actual naming of the character, and changes at regular intervals(or all the time once you hit fifty) would best represent titles when/if he used them.
The gauntlets make noise when he uses them. And they shake his body everytime as well. They rumble his bones, they make a humming, rumbling sound. If he activates them while pressing them against something, it shakes and rumbles.

is your basic street punk. Small, but always acting tough as a cover. Not exactly the most subtle of Soundwave's spies, but what he lacks in discretion, he makes up for by being the brawler of the group. He talks tough because he is tough. Rumble has a tendency to toss out a taunting rhyme at his enemies and is, according to Brawn, a "jerk" (or at other times, a "sawed-off nerd").
As the Decepticon demolitions expert, Rumble loves nothing more than to break things apart. His arms can transform into powerful piledrivers that, when pounded against the ground,cause vibrations that cause earthquakes and fissures. -

I'm not sure how adding random inaudible characters instead of thinking up an adjective is neither unoriginal nor uncreative.

If I wanted that name, I would pick it, but I should'nt be forced to pick it, and I should'nt be insulted if I decide to tweak a name I want slightly with punctuation or some such because I was forced not to take the name I choose. -
A quick test shows Reckless Rumbler is open on Virtue and Freedom...

To reduce production time NPC groups were built for what they were planned on using.
What would have been the point before AE of making groups outside of the level range they were used in game? -

You say it's not damage but everything not damage seems to be unimportant to you. -

This isn't the whole story. With Fury, Brutes can do respectable damage, sometimes even rivalling Scrappers under certain circumstances, so in terms of final design, they at the very least break even. I won't get into the comfort of the mechanics since this isn't really the point. The point, in this case, is that Brutes give up a lot of damage AND a lot of self-protection as a trade-off for doing both, and while they do get a mechanic that can sort of help them make up for that, it's designed to be limiting in its own right, giving host to a whole other load of arguments, complaints and disagreements.
The "certain circumstances" you mention would be about 15 seconds after alpha on a mission. -

On the other hand, I see those neon lights and feel them more a colourful distraction from the grey, depressing reality, designed specifically to give the place a look of hollow glamour and a mask of high-life hiding the crushing depression that the REST of the area provides you, with abandoned warehouses, collapsed roads and an an outright demolition zone. That is interpretation.
And again, why are we discussing me? Am I truly that interesting that I merit such introspect? Of course, I am honoured by this, but again, I question the point of all this. You ask me a question, but do you actually care to hear the answer, and will you be satisfied by it? So far, I have rarely seen people asking questions for the sake of getting answers, and instead seen plenty of examples of people asking rhetorical questions as a means to say something without actually having to lay tangible accusations. I am more than willing to answer all of these questions, certainly, but I have to wonder if these answers are in the slightest welcome. You asked why and how I do things, but do you honestly care to know? And, yes, that is a genuine question in search of an answer, because at this point, I have my doubts.
I have no problem with people quantifying their positions with facts, but I do begin to take slight when this involves questioning my place to even hold opinions on the matter, or dismissing mine as irrelevant by reason of unpopularity or other such technicality. Argue against the point, and I will not bat an eye, as I have no illusions Sam is smartest there is. But argue against the poster, and I WILL defend myself, even if that makes a fool out of me in the process. Actions and consequences and all that.
RI is run by people who make their lives by destroying others, so the majority is down trodden and are barley making it by. PC is in America and looks like generic American locations. -
"Just fine" is a binary state you either do or do not.
It means you meet the bare minimum.
It also implies other things may be better tasked.

You can not work from subjective terms unable to see other points of view. If you are incapable of accepting other people's opinions then you must quantify your positions and compare facts. When others try to do this (snarky or not) you get offended because you say it devalues your position.
Some of your posts in this thread remind me of the people who wanted tanks to be Superman strong. -

You'll find that all of the weapon based power sets, such as Assault Rifle, Archery, Trick Arrow, Broadsword, Claws, Mace, Katana, and so on, all allow you to color tint the weapon, but not the weapon effects.
While it may indeed be technically possible at some point to modify the animation and coloring engines to expose weapon effects to players in the Character Creation system, we do know from other power sets, such a MasterMinds, that exposing such functionality requires significant changes to the underlying game engines.
the tl:dr version: The devs will get around to further color customization when they have the time and resources to do so. -
