Apparently the lower cape portion of the magic bolero has had its interior and exterior color scheme reversed making it look unsightly and mismatched.

I have to agree... a new form of incarnate advancement that I won't be partaking in because the method to do so is unappealing to me. Maybe next issue I can enjoy this issue's content if they let us have a solo/small team oriented method of advancing it then.

My illusionist indeed went with Phantoms for thematic consistency, my tanker (inspired by wonder woman and super man) has longbow for hers, my demon summoning MM will be going for the storm elementals (unless we get demons) when he unlocks lore, and my mind/psi dom has Seers for his. I try to pick what feels the most thematically appropriate.

If it were up to me I'd personally make the first three powers of EVERY pool selectable as the first choice and add a 5th power... a pretty tempting one in some cases, to the pools that don't have a 5th.
In medicine's case I'd probably add a self stim power that works like a break free with a recharge time. I think something like that would be very popular among the non status protection having crowd and to get that cherry still necessitates picking up a second power in the set
In Fighting's case I'd probably add a passive with minor +end discount +defense debuff resistance +status resistance. Not a huge boon at the top of the tree but it's already such a great pool that it doesn't need something uber at the end. With that said even a minor passive like I suggest would be tempting since it allows those without any debuff resistance to get a little, an end discount can be welcome by many especially those running many toggles, and status resistance, while often shrugged at, is still something that increases survivability. As I said MINOR passive so not big numbers but I bet it would still be a popular choice.
In Presence's case (besides making the fears less expensive and have a bit longer base duration and shorter recharge times) I'd add a 5th tier passive that improves the mag on the fear powers to 3 and grants minor (say 2 to 3) taunt and fear protection.
For Concealment, probably a passive that give minor value boosts to perception, stealth radius, to-hit buffs and to-hit debuff resistance. Not an overly huge power but so much of concealment is useful and having a method to improve the stealth radius can be useful against specific mob types like snipers so it has some temptation value. It also adds another debuff resistance method for those without to acquire. From a thematic point of view its more of an "opposite of concealment" power but I look at it from the point of "if you're already this invested in concealment you should logically be good at countering it".
But that's just me. -

You use the terms "Feels like . . . " and "Lured". Where is your evidence that you were lured? How; what were the circomstances? You are knowingly (I assume) playing a game that is in constant flux. In what way were you deceived?
Are you wrong to be upset? That is very subjective. However, in most things we should not forget that most people will listen politely and usually with empathy to the first complaint. But patience wears thin when it seems to be the only thing that can be talked about. That applies to me as well. So now that I've said my piece, I will allow the conversation to continue. :P
But I'll admit I've probably posted more than I need to on this topic and this will be my last post about it. My issue seems to have fallen on deaf ears anyways and other posters apparently feel I deserve to be ripped off and that I am stupid for having spent money on the procs in the first place because I should have somehow been able to see the future. Consider me done with this thread. -

SBOs were never supposed to be unilaterally superior to the in-game enhancements, and the fact that you and others decided to abuse their status is a large part of the reason for the mechanical changes.
The fact that you also didn't see it coming a mile away that flat rate IOs were eventually going to be made into PPMs just shows a lack of foresight on your part.

Get over it.

But regardless, everyone else must make their choice, and no one can make it for them. That's the bottom line. They can also discuss it, complain about it, and editorialize about it. But the choice will remain the same regardless.
And MMO companies understand not everyone will accept that choice. A rejection of that choice by some people is not unexpected.
You can believe that I won't make that mistake again. If I can't trust my purchases on the market to BE what I purchased after some time goes by, and if I will not have any options to return a product I am dissatisfied with, I must simply not use the market to buy those things. And that's sad. Sad, that I can't use the market in that way, to support a game I enjoy by buying those enhancements, because I can't rely on the products I buy to stay the products I buy. -

What you forget is that there NO GUARANTEES in this Game, or any other for that matter. In fact I can think of a Producer that has an annoying habit of buying successful IPs and then "Fixing" them, to only have them fail quite quickly.
I dislike the term NERF. In this game there is no such thing as a NERF. What everyone forgets is that this is a constantly evolving and growing World. As such there will always be confilicts, and when those conflicts arise a compromise solution MUST be found to enable the world to continue to grow and evolve. Every Devoloper and Producer who forgets that one simple rule, ends up with a failed IP. Be glad that we have a team of Developers that do their best (as openly as they are allowed) to let us know when these conflicts arise (assuming Arcanaville, Zombie Man, Samuel Tow and other don't catch them first), and work on finding solutions for those conflicts; with our input as much as possible.
In most situations I have nothing but praise for the COH dev team. I am just particularly bitter about having paid money for a specific product that worked a specific way and having it change without any method for me to return said product being made available. If I were able to return the procs I purchased I would support any changes the devs deemed necessary.
To me it feels like I've been taken advantage of. That I was lured into spending my money to buy one thing and then what I bought automagically becomes something different than what I paid for and I am told to "suck it up". Maybe I am wrong to be upset? But who wouldn't feel that way in a non-virtual situation? -

I'm sorry if I seem like I am overreacting but my "fun money" is limited. I make purchases with it carefully. When I spend on something I try to get things I know I will enjoy. When something I spent that money is arbitrarily changed into something I would not have spent any money on and I am told I can't return the product, I don't think its unreasonable to be upset. -

The fact that I am not given even a hint that I might have some recourse to take is simply a very bitter pill to swallow being a customer for as long as I have been. And I want the devs to know at least one customer is upset by that. -

The point as I have said it before is that I have no problem with them making the change. I do however feel it is wrong to change a product people spent real money on after the fact and offer no way for the customer to return said product which does not function as it did when they purchased it. It's like buying a stereo to listen to your favorite station and the manufacturer decides to remote firmware it so it cant tune in your station anymore. Sure the stereo still tunes in other stations and you can listen to music but it is no longer the product you paid for. It is now something you'd never have bought. THAT is where my issue is. If they were to grandfather the old procs or for a limited time allow people who bought the SBE's because of how they worked to return them for a refund I would have NOTHING to complain about. -
Oh they ARE going to make them all the same.... AFTER they nerf them. Basically SBE procs get nerfed and crafted procs become just like SBE procs. Hurray.

All I can say is, from observations, it seems to me that this topic simply ignored anyone who wanted things to stay as they were and slowly but surely started a "dialogue" as Synapse plied various formulas and people jumped in to be part of the "creative process" and suddenly people are "excited" about breaking something that works just fine as it is. At least that is how I see it.
Between the nerfing of the SBE procs and the crafted procs becoming identical to them there is little reason to waste points/money on buying them. Certainly less incentive than right now. The bitter pill still comes back to the people who have paid for one thing are having it "remotely firmwared" into something else... something they didn't want and would not have paid for. All without offering anything in the way of a return policy even if only for a short period. -
Well it's as I feared... the community has been wrangled into accepting a change to the system instead of simply asking for crafted procs to be made to work identically to store bought procs.
It's really interesting to see the community get railroaded as Synapse cherry picks things to reply to and continues throwing out little adjustments till he strikes the right chord to get enough voices to jump on board. I thought this sort maneuvering and trickery only happened in politics.
The store bought procs were fine as they were. Crafted IO procs could have simply been made to work the same. If there was a need for anything it would have been a floor so quick recharging powers weren't screwed.
Instead people who paid for store bought enhancements because they worked a certain way are having their purchased products "remotely firmwared" into something they would never have paid for with no mention at all of any sort of recourse for return/reimbursement.
At least I'll have the satisfaction of knowing, without a doubt, that sales for SBE's will go down because of the change. -
Here's why I believe SI is as expensive as it is:
1) It is CHEAPER than pool power invisibility and BETTER.
2) SI hides you from virtually every mob in the game including snipers. The only things it can't hide you from are things that ignore stealth entirely... which consists of 3 types of mobs: Rularru Watchers, Rikti Drones and Knives of Artemis (who are going extinct it seems thanks to the talons of vengeance).
3) SI let's you get close enough without aggro to any of the mobs who ignore stealth to Deceive them and walk right past them. Deceived mobs do not alert those who cannot see you.
4) You can turn it off. In fact the prohibitive cost indicates you are likely intended to do so. It's not intended to be a "turn on and leave on forever" toggle. If there happens to be a nearby mob tough it out and pop a blue for that one and leave on SI if you have to or simply adjust your position so as not to aggro them.
There's really nothing wrong with the cost. What is wrong is how you seem to want to use it. SI + Deceive when dealing with those 3 mob types lets you bypass ANYTHING. There is NOTHING you can't bypass through use of those two powers. Stealth won't hide you in cramped quarters where you can't help but get close to mobs. At least not without stacking either an IO or super speed. Stacking those two powers would cost you .79 end per sec unenhanced and won't hide you from snipers.
Ultimately you're acting like a monkey crying that his hand is stuck in a jar by a fistful of cookies. The answer to any end issues you may be having is to simply turn off SI once you engage your foes. It's what I did before IO's were a twinkle in the devs eyes.
If all else fails you can still either spring for VIP or an invention license to use IO's and build for recovery. Unlike you my ill/rad can run SI all the time without endurance issues even when running ALL her other toggles (enervating field, radiation infection, hover, temporary invulnerability, combat jumping)Though to be fair I DO turn off SI when I hit EM Pulse because my recovery stops for a lil bit and I am still running my debuff toggles.

I've said it before, I don't mind them making changes. What I do mind is that there is no method to return these SBE's for a refund if we aren't happy with the changes. Give me that method and I will stop complaining about any changes made to the SBE procs.

I'm just curious if its just simply out of the question to leave the SBE procs alone and simply change crafted procs to be the same? If anything add a floor to the proc chance so quick recharging powers never go below the original proc chance? I'd find that to be acceptable.

As the title says, I'd love to see a simple set of tights options identical to our existing tights options (and maybe a version for the "face paint" that is supposed to be tights or masks) but as a "liquid metal" texture. Think terminator movies
or for an in game simple reference, the metallic costume bits without the lines/grooves
It's a simple concept but can be used in so many creative ways with the additional patterns we can overlay with it or with other costume pieces! The best part is that most of it can be made by modifying an existing costume option and shouldn't require too much developer time/effort to make! -

As a reminder, now that you're a VIP you can play with the signature story arcs so check'em out
But be sure you reinforce your alignment on the character before you do to make sure you are eligible for the alignment merit reward. Basically each SSA gives you the reward table the first time you do it regardless of any timer. So your first time through you'll have seven rewards to claim (if you do all 7 arcs). The reward table consists of:
Alignment Merit (requires level 20+ and having affirmed hero or villain morality)
4x the typical Reward Merits (the typical is 5 but this reward is 20)
1 Astral Merit (requires VIP subscription, level 50, and unlocked Alpha Slot)
10 Incarnate Threads (requires VIP subscription, level 50, and unlocked Alpha Slot)
Each separate reward can be chosen once every 162 hours (6 days, 18 hours[1]), regardless of which episode is being played all episodes use the same reward timer per reward choice, meaning four reward timers. (It's not exactly seven days to make it easier to obtain the same reward at the same time every week.)
However, each episode also grants one reward choice for free the first time it is ever played, which is outside the reward timer. Please note that the freebie choice is once ever, not once per reward type.
After a character selects their free and weekly reward, that option cannot be selected again until the weekly timer resets.
Basically your first time through could net you 8 alignment merits (assuming lvl 50- 7 one time rewards plus 1 weekly reward). You could of course take the one time rewards as whatever you choose though. I just emphasize the alignment merits because they are useful even at low levels. If you're doing them for the first time with a fresh 50 who has alpha unlocked its a great way to get a head start on incarnate advancement. -
I tend to move when necessary depending on the character. If I have cone or knockback attacks I move a fair bit to leverage them to their fullest. Not all of my characters need to move that much though. In fact too much movement can be detrimental. For example my invuln tanker wants to keep her Invincibility saturated. If I move around too much I might reduce the number of mobs within its influence.

If you want to bring parity make crafted IO procs IDENTICAL to SBE's and add a floor to the proc chance for quick recharging abilities so they never get below a certain baseline chance. Problem solved. Don't break my toys because little timmy thinks his toys aren't as shiny. Just break out the polish and shine his toys up. -
