Either will work. This guide was originally written in 2006, shortly after the launch of I7, before there was such a thing as IOs.
I9 and IOs came almost a year later.

So, 2 VERY important things to note:
1) Nowhere is there any mention of this being a Double XP Reactiviation Weekend. Don't be surprised if there is no Double XP.
2) It says, "Praetoria will be accessable for ALL accounts". Note the key word, "accounts". Not, "characters". So, before anyone gets their hopes up, do not expect to be able to take any Primal Characters to Praetoria. Not unless Issue 19 has gone Live by 10/7/10. -

It's possible that there were behind the scenes things that needed to be addressed, so they did them, and threw in the button patch so they would have note(s) to post. We tend to foam at the mouth when there's a patch, and no notes... >.>
Anyway, I expect that they'll combine them into one patch and roll them out to Live all at once. We might see another patch or two before then, depending on what they're working on. -

I'm pretty sure you are wrong. You could NOT stack Mystic Fortunes on people. Did you ever look at the numbers? Before this "fix," if you cast your Mystic Fortune on someone who already had one active, you wasted the cast and the recipient got no benefit.
It was one of, if not the, very first exploits discovered after they gave us LOLWalk. -
Patroller works for Praetorians. I was awarded that for logging in my Loyalist Scrapper yesterday. I expected Criminal, but it seems to have awarded by AT... o_O

Yeah, it needs to have a valid extention for an avatar: .PNG, .GIF, or .JPG. Otherwise, I'd be using a PHP script to make a rotating avatar. :P
