Unless you buy it at the Consignment House...
I am almost certain the Developers considered that the solution to the issue you raise.
They may be waiting to see how the Consignment House does on Test before deciding if any change is necessary here.
Personally I think that those who know the value of what they have won't take it to the Consignment House, and those that don't won't know to.
Time will tell...

I suggest actually tying it to the safeguard/mayhem submissions, since the primary mission already gives a special reward itself. Since there are several sub missions per safeguard/mayhem I'd give each of them a reduced chance of dropping compared to story arcs (say a 1/3 chance or something).

I thought of that. In particular I thought it would be a good additon to the "save/rob the Jewlery Store" mission . . . but the run to the mission and the glowie in the rare loot side mission could be u-g-l-y, and I think it would steal too much thunder from the Bank Heist that is supposed to be the center piece of the missions.
How about mixing "Recover the $Rare_Salvage" missions into the Paper/Police Band missions at an appropriate percentage?
That would take more coding work than the original suggestion though.

Actually this scares me a little. As an engineer, I am familiar with the bad things that can happen if Marketing starts writing the requirements based on the idea of "give the customer everything he wants".
Fantastic idea to use the Forums for inspiration, but please please please don't let it turn the game into a grab bag of disjointed features designed by committee.

That unlike what has already been mentioned here, (the CoV bug in which villains could wind up in an empty iteration of Atlas Park), one villain really did wind up, on Liberty server, in the real Atlas Park?
Heroes kept killing the poor guy, who kept winding up in the hospital. This went on until 2 lvl 50s of the SG True Blues befriended him and took him under their wing. While they were waiting for the Devs to put him back where he belonged, they took him on a badge tour, invited him into their SG, and set up a Hero SG portal in the Rogue Isles.
Last time I talked to one of them (the True Blues are Starfire allies), they said the the portal was still there. They can actually teleport their heroes into the Rogue Isles....they can't stay long, only a second or two before they pop back to where they belong, but in the meantime, they can give fledgeling villains a real scare.... ;-)
And they also told me that they still show the villain as being on their Hero SG list.
Hopefully, one of the True Blues will post here and fill in the information that I've forgotten, names and the like....

Confirmed. We do indeed have a deep cover spy in the Rogue Isles. He was rescued by Fey Blade and Shield Jones. We were even able to take him into our base.
