Since PvP is so irreparably broken, perhaps there could be an alternative to actual mano-a-mano PvP. I like the gladiator idea, but that's broken too.
One idea might be a zone where criminal/lawful factions gain/lose terriroty based on some (specifically non-pvp) objectives the players have to attempt to complete. This could be a variety of different missions/farms/GMs/AVs, whatever.
I'm trying to think of something where you compete with other players (specifically heroes vs villains, as it should be) without engaging them directly.
A version of RV where the players can't affect one another would be interesting (empty, but interesting). -

Well, perhaps fixing the recipes as you state is important, I just want them to be cleaned up a bit... an example:
Level 50 Invention: Fly (Recipe) is called Flight Speed on mouseover. This should be renamed Flight Speed, to be consistent with the invention which is created by it. -

This is City of Heroes. Not Warhammer, not WoW. If you don't like it, tough. Nobody is going to agree that dumping the Controller AT is a good idea.

So many people with /blinkers on. Are you not prepared to face the fact that CoH desperately needs to change if it's to compare with other games (*gasp* I said, "other games"! *oh noes*) which are the product of the evolution of the genre?
CoX is a great IP with a lot of really cool features and despite my criticism is a very successful veteran of the MMO space, I won't deny any of this for a moment. I do feel, however, that contemporary MMOs are looking at a more "freestyle" form of PvP, as opposed to the oldschool unfun /assist tanktrain (okay, I've heard of "pin and hold", but this is ridiculous!). Having abilities which totally lock down characters while they are beaten to death and incapable of escape (the "breakfree" argument simply doesn't cut it for several reasons not least of which is that you don't have an infinite supply), is not fun.

...and this is why CoX will never have balanced and fun PvP. When we look back at the game, it might even be seen as THE fatal mistake. -
Here is a post from Warhammer Online, they are saying that the CC in that game (beta, I assume) might be too weak:

The players seem to believe that less CC is good. Isn't it interesting that in this PvE oriented game, players are happy with lots of CC and in the PvP game, players are not. -
Would it be possible for someone to go through the entire list of names for inventions and match them to their recipes, please?
All too often they don't even have the same names. Since the invention system is already quite confusing/complicated, I feel it would benefit people who are new to the game if the names of the inventions were actually what the recipe said they were. -

I think it's a great idea. Arena play is missing, but sadly the imbalance of classes in CoX just means that no PvP games are going to be any good yet.

How many of them are allowed to trigger per attack? Just one, or can several fire off at once?

Make damage break Crowd Control abilities (mezz, hold, sleep etc). Being able to just CC someone/something constantly while also doing damage to them makes you literally invincible.
This is overpowered and no longer relevant to the games of today. -

Not really... I mean you could use it to exploit if you spammed it or something, so I'd give it a 15 minute cooldown time.
If an entire team wants to kick it's leader, then there's something not right about him/her. I think this is a good idea. -
Online event management menus with a checklist of signed up people, etc. All handled in-game and not on external forums...
...like they are doing in WarhammerOnline.
If you make it easier to run events, they should happen more often. -
Why do all the NPCs in the shadow shard have P numbers instead of names?

Gladiators
==========
The gladiators minigame is awesome, but it's broken. Fix it! Get the numbers book out and make it work. It doesn't matter if the gladiators game conforms to the regular game rules, you can make it work with entirely different mechanics.
Make the gladiator badges into "cards" instead. People don't even know that gladiators is a game in itself! If it was sufficiently different then they might investigate further.
To provoke interest, the gladiators could possibly provide a temp power or just a non-combat pet?
Other minigames

Other minigames in CoH include the buildings on fire, the ski chalet (I've still never been subscribed over christmas, so I don't know what it's like).
They really add flavour.
Players need to be able to compare themselves to their peers. This is one reason I believe the web page info idea will be absolutely fantastic, but it shouldn't just be about PvP.
Let's compete in a variety of different ways. Already we compare with each other via our badge collections. More can only be better! -
Make the city more alive.
An example might be to make tower blocks more interactive. Have gangs attack them and take them over (a non instanced event like the "on fire" buildings). Have rival gangs attack their new "turf" etc. Have battles in the streets between opposing factions... not just fake scraps, but full on gang wars.
But this is just the start. If gangs get too powerful, their turf could grow further, spawning bigger baddies. They can eventually do raids on Freedom Corps/Longbow buildings. The idea is sort of to do something a bit like PvP in PvE, since PvP is impossible with the current archtypes/abilities.
Let's see things happening.
Also, why not have badges for everything... not just for 50 Skulls Bosses, but for 500, 5000, 50000, 500000, 5000000 Skulls minions, everything. Lots of badges for blowing up the mobs we all smack on our way past once they're greycon to us! -

It seems that scrappers can choose from a variety of everyday weapons ... and darkness.
I find it odd that there's no energy, fire, ice, radiation, etc. in scrapper primaries. Why not? It's limiting on the variety of scrapper backstories. Even just one or two of these "superpower"-style powers would be good. -
