Where is Layla, and how may I get a hold of her to make a couple for my characters?

Character is a fire control/psionic assualt/ice mastery dominator. Level 50.
When I activate Hibernate and then turn it off... NoPhase comes on me, which is normal. However after roughly 22-25 seconds NoPhase is on me certain powers will be greyed out to me. Kinda like when you're level 1 and want to use Ninja Run. When NoPhase finally comes off I am able to use these powers again.
The powers I've seen affected by this are: Pocket D VIP Pass, Jump Pack, Sleet (from Ice Mastery) -
Monday is August 16th, not 15th.

We at the Player Event Resource Committee would like to thank everyone who competed in "Capture That!" It was a lot of fun to judge and there were many amazing screen shots that kept us debating for hours. We had over 280 screen shots submitted!

AT =/= alignment. For ATs that didn't have APPs prior to I18 (villain ATs), new APPs are being created for them.
It looks like all ATs will get APPs when they hit 41 regardless of alignment, and that any AT with a villain alignment can run the patron arcs to gain access to the patron pools, but can then switch back to hero and still pick from those powers. At least, that's how it translates to me. -

The drawer winner is for the event's overall prize. The time card. All servers were placed into the drawing, just not Protector. If someone from Protector won the card, I would have made that clearer than crystal! hehe.
LOTG was merely an enticement to get more people to take the survey. (There was a side bet with the PERC people on which server would participate the most. If I remember correctly, we came in 2nd.) I didn't want to announce the winners of the LOTGS in precaution of: "You're friends with Stale!" or "I've seen you play with Kyo many times before!"
Any ways, sorry about that confusion. -

Screenshots can be submitted in any of the following ways:
You can either reply to this thread with your image, or on the Player Events thread.
However, if you cannot host your own image, e-mail your shot to perc.coh@gmail.com, make sure in the message you tell us your forum name and server so we may post it in the correct area.
Edited screenshots will be disqualified.
You can compete in as many categories as you desire
You must label the shot. (IE Death Shot, Stupid NPCs, etc.) If not labeled, then they will not be judged.
If you e-mail your shot without your forum name and server, you are subject to disqualifications if you do not reply with that information.

There was a long discussion in Black Pebble's introduction thread about buying stuff from Hero-Con versus buying it at the NCSoft store. I guess this puts paid to that little chat.

Here is my thing...
Why couldn't they've said this before telling us about PAX... The whole reason I didn't want to go to PAX was because I would have prefered to go to HeroCon. Granted PAX wouldn't have been that far from me travel wise, but I figured it's Boston Mass, I can travel down there anytime I want for scenary. HeroCon would have let me hit a couple birds with one stone, see my game friends, have fun at HeroCon, and traveled around Cali for a couple days.
They should have been more thoughtful in letting this out of the bag timewise.

I think it would have been nice to have known this when before PAX, so I could have attended that since it was closer to me, instead of saving money for an Invisible HeroCon Date that is now no longer being considered.
Coming to us is nice, but a bit more consideration is better.

My account was created on March 23rd, 2005 but did not get to play till a week after because my video card couldn't support the graphics.
The game, as well as a new video card was given to me as a gift from my lifelong friend. She, as well as her husband, her sister, and brother in law played on Protector and insisted that I also played on Protector. Ironically when I first started the game, it was the first server on the list.
A week before getting the game I was coming up with all sorts of character ideas simply basing my powers off what I would want to play. My thing was Empathy, but Blasters couldn't have it because I wanted the fire blast.. And Defenders didn't have fire blast, but had Empathy. Then I found the Controller, and I hooked.
When I was able to make my character, I remember being so amazed by the costume creator, even though at that time it was only 1/5 of what it is today. I started the Controller, and realized that I couldn't do a lot of damage so that's when I decided to be a Controller and make the teams myself. I would come home from school, and be on the game as soon as I got my uniform off.
Too bad I couldn't use Ouroborus to go back to that time.
