I have found the Defiant server to be full of life to be honest! There are always people on from my SG. Sometimes its a slog getting enough players together to team, but that's only sometimes.

As the good Doctor has just pointed out, sometimes its good to herd, other times there is no need.
When I am the leader of the group I usually elect for Unyielding missions for maximum number of enemies. My Ice/Fire tank on freedom is in Striga now and all those ships full of council make herding a great idea I reckon. When I am not leading i leave it up to the group/leader which tactics they would prefer I use.
What really gets my goat however is when the group agrees to herd, and then one bright spark in the group decides to not let me! Either runs ahead and breaks up the mob or attacks too soon or both, no amount of tell-ing or helpful advice from a friendly tank will make a lick of difference. So annoying! -

What about this power with my Ice Fire tanker? I know its the wrong board for this but seeing as it came up, good choice for doing some AoE on my herded enemies?

I have 3 jumps in hurdle because SS as a travel power wrecks my head with its lack of vertical movement, is use those slots to keep my sanity so they probably will stay.
I was interested in the advice on Rad Inf, I slotted this early without stamina and I guess I never re-dressed it, although my build is never low on end I guess I have room to remove end rdx until I hit the right balance!
I'll try the IO slotting you suggest as I have done very little with IOs since they appeared. Thanks again. -
I am playing Meshale quite some time now and have found myself discarding a lot of the primary and secondary powers, leaving myself with loads of space for pool powers, but I can't find a combination I am happy with.
Basically my build concept is a team controller who holds and debuffs enemies. Doing damage? Not my job! I almost always lead teams containing one tank and then a host of damage dealers, the ideal scenario being the tank herds then I debuff, hold and keep them locked down until my team mates polish them off. I want to do States at 7pm this Friday the 22nd of June.
I have been enjoying City of Heroes for over 2 years now (Devoted as of last week) but I have never been in any rush to level, and played purely for the fun, due to my lack of ambition, Halek only reached level 49 this past (double xp) weekend. He has 5 blobs to go to 50 and I thought it might be fitting to get him there possibly on a tf with my SG! now I doubt I will make five blobs on states, but even so it is a worthy goal!
As the SG board is quiet with joiners (and I am competing with a Numina TF run by Cha_ron) is anyone on here interested in teaming for this TF?
Kick off is 7pm. -

What is the level range for this TF?
If I make the cutoff then Halek level 47 Energy/Fire will be there. -
Some comments on the build might help I guess!
Took Maxs advice on the Damage slotting and the TI slots.
No additional slots in Health as it makes any defiance difficult, and I am only taking it to get Stamina at any rate.
The EndRdx in Hot feet means I can run it all the time now and it is helping a lot. I find I have excellent synergies with controllers now: Move in on a held or immobed enemy, drop Burn, then Fire Sword Circle all the while hitting with Hot Feet, back out a little and pound with my primary blasts while he is slowly cooking.
Any feedback is appreciated however as I have any amount of additional respecs if I feel the urge! -
