Yes, Virtue is a huge RP server. We have a RP Hero and Villain SG's on the Freedom Server.

Lord Arimond is a Broadsword Dark Scrapper. He is a Vampyre. He was born in 839 BC. His sword, Kiljaiden, was designed by him and forged in 643 BC. During a battle / Raid on a kingdom in 644 BC, he came across the ancient metal that had been locked in a chest. He took the metal to the black smith along with his design. When the Metal was stoaked hot enough to be flexable, He cut his hand, and his own blood was mixed with it, and the Sword was forged. Since Kiljaiden has his blood in it, the sword is a part of him. Though a huge sword, he weilds it as quickly and acuratly as a dagger, but for others to even try and weild the blade, takes two hands and all of their strength and concentration.

I created an Eng Eng brute, for a Role Play story, who is the brother of a hero who is an Erg Erg blaster. In order to keep with the Power Set of the family, but have him be "Tanker" like, i went with a brute. For RP story lines, He is undercover in the Rogue Isles, getting intel, etc...
But when the time comes, that you can cross over characters from CoH to CoV, and vice versa, he will become a hero through that Story Arch / TF. Which in stories will be him coming out of Deep Cover / Assignment.
Just an Idea -
On the Freedom Server, there are a couple few Role Play SG's. For us, we have the Forever Men and Mega Corps (Coalition) which is Role Play on the CoH Side. I have started the League of Malevolence , for Role Play on the CoV side. From the creation of the VG, i set up the Coalition between the LoM and the MC and FM, so we can do some cross game RP as Heroes or Villains, and have even done break downs, so we have people playing the villain for the hero or vice versa. This allows us to use the coalition chat, and allows all members of all 3 SG's to participate. (You can no longer set up cross game coalitions between CoV and CoH SG's, so we are one of the lucky ones)
I spent my first year in the game just playing, and was getting pretty bored with the whole thing. Was just burning time until CoV got released. Then lucked into someone seeing my character, and mentioning how it would fit in with their RP SG. I checked it out, and said, "Why not". I grew up wargameing, playing D&D, stuff like that, so i gave it a shot. RP'ing put a new spin on the game, and it became a lot more fun to RP the character, while playing, than it was to play to run missions and level.
We also spend time writing stories on the forums for the site, creating and running events, etc. Also, with us having the coalition, it keeps us off of the local and broadcast chat's so the random idiots running around don't ruin it.
If there are any RP'rs on freedom, that are looking for a good SG, give us a look. -
I dont' know about how servers go, but I am on Freedom, and a member of the Forever Men and Mega Corps for CoH, and started the League of Malevolence on the CoV side.
We were lucky enough to get a coalition between the LoM and the FM and MC before they stopped it, so we can do RP as villains or heroes, against each other. Have just recently started the AV AH breakdowns and have several story lines and events coming up.
I don't know too much about doing something "Server Wide", but as far as just SG based, crossed game goes, ours is pretty sweet.
